- THIS IS A SOLE-SOURCE PROCUREMENT. NASA/GRC has a requirement for an AbsorberUpgrade to a MIL-461 Chamber. NASA/GRC intends to purchase the items from PanashieldInc. of Norwalk, CT.The statutory authority permitting other than full and open competition is 10 U.S.C.2304(C)(1), FAR Reference 13.106-1(b)(1),only one responsible source and no other supplies or services will satisfy Agencyrequirements.NASA has a requirement for the installation of RF absorbing material to the walls of itssmall chamber to transform it from a reflective chamber into an anechoic chamber. Thecurrent NASA mandatory standard for EMC compliance is MIL-STD-461F, which mandates ananechoic environment for all radiated testing.This requirement involves insertion lossand placement according to MIL-STD-461F for chamber sized 12 x 16 x 8 high.Absorberdepth no greater than 13 inches, with power handling capability of 200 V/m. Must beClass 100 clean room compatible, fire retardant, and give off non-toxic smoke.The Government intends to acquire a commercial item using FAR Part 12.Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to the identified point of contact not later than 4:30 p.m. local time on Monday,April 26, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetitive basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
