DESC This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a pseudo Foreign Military Sales (FMS) requirement as follows. This scope of work is to configure and provide operations and maintenance, hub and management and control services to 200 existing vehicle-based mobile asset tracking units and 2 base stations which are located in Afghanistan. The 200 deployed units use L-band satellite service and waveform at data rates up to 2.6 kbps (data burst rate). These units also contain Comtech Messaging System Application, Encryption Algorithms, and QDSS central applications services. This scope of work also includes procuring and providing services to 300 additional vehicle-based mobile asset tracking units and base stations which must interoperate with the unique encryption and messaging system of the 200 already-deployed mobile asset tracking units to provide the same situational awareness and messaging used by these systems. Each mobile asset tracking unit must have the ability to transmit up to 2.6 kbps of data to another deployed mobile asset tracking unit and/or to the central command center and to interoperate with existing and all mobile asset tracking units added to the network for up to 1000 assets. Space segment services are not part of this scope of work. The mobile asset tracking system must give the coalition commander the ability to view all currently deployed assets on one visual display screen in a command center. The mobile asset tracking system must support real time forwarding of platform position data to other Government organizations and battle field C2 systems via a wide area network link. For purposes of pricing, ROMs should reflect the cost of performing responsibilities in Afghanistan, such as life support and security. Responses must include availability, lead times and the schedule stated in months after contract award for each identified task. All P&A should be itemized according to the following categories: Hub, management and control services: Provide a ROM, regardless of location in Afghanistan, for all related labor and service costs in providing hub and management and control services to a base of 500 mobile asset tracking units. This scope includes maintaining signal processing equipment collocated at the satellite ground station facility, including WAN connectivity to the network operations center housing the central application services and operator staff. Technical consulting/Field Service Representatives (FSR): Provide a ROM for technical consulting/field service support for up to 500 deployed mobile asset tracking units. The FSR(s) is/are expected to support this effort on a secure Forward Operating Base in Afghanistan. FSR scope includes training, installing, configuring, troubleshooting and diagnosing communications network issues/concerns, and troubleshooting network equipment, as required. The ROM should include all required support materials, transportation, life support, and any applicable security costs associated with this scope of work. Mobile Asset Tracking Vehicle-based Equipment: Provide a ROM for the equipment and material costs for 300 mobile asset tracking units. Major end item ancillary equipment must be identified in the ROM. Costs of the warranty should be included in the ROM. The warranty period should also be stated. Transportation and shipping is Government provided. Mobile Asset Tracking Base Station Equipment: Provide ROM for the base station quantity required for 300 mobile asset tracking units. State the quantity in the response. Major end item ancillary equipment must be identified in the ROM. Costs of the warranty should be included in the ROM. The warranty period should also be stated. Transportation and shipping is Government provided. Spares: Provide a ROM for the procurement of lifecycle spares for a 12-month period of performance.
