- The U.S. Army Corps of Engineers, New England District will be soliciting a Cryogenics Bio-Repository Unit (BRU), for the Jamaica Plain Veterans Administration Medical Center, Massachusetts. The end-user is the Massachusetts Veterans Epidemiology Research and Information Center (MAVERIC). Delivery and installation by the vendor is required by July 2011. Request-for-Proposals is anticipated to be issued early May 2010. The selection of the vendor will be based on a best-value selection. Base contract, provide a Liquid Nitrogen (LN) BRU with the capability to store 2 million 1.4mL vials with an option for future expansion to house a total of 4 million vials. Maintain biological cryovials at -80 Centigrade have a robotic system for picking/delivering samples at -20 Centigrade or lower. Provide automated handling capability of picking/storing at a rate of 10,000 samples per day and scan/read 1d and 2d barcodes. Maintain a full audit trail and re-rack vials to eliminate empty spaces. Have capability for system to be reconfigured for up to 500,000 1.8mL internally threaded screw-top cryovials and be able to pick and deliver individual 1.8mL samples by the same method as the 1.4mL vials. Samples must be maintained at -80 Centigrade, except that they must be maintained at -20 Centigrade or lower when in transit and in Input/Output Station. The units operational life span is a minimum of 20 years. By separate contract, a building will be provided. The BRU must fit within the dimensions 38 feet by 74 feet or less (maximum internal building dimensions). Building includes utilities and services. Vendors will state any requirements for the building and its interior environment. Owner-Furnished Auxiliary Equipment required by the BRU to operate, but not supplied by the vendor, must be identified. LN tanks will be sited remotely from the building and will be provided by the owner. Cooling of the -80 Centigrade enclosure shall be by LN as mechanical cooling is not acceptable due to unavailability of standby power capacity. Offerors are reminded that this procurement is subject to the Buy American Act Requirements. The NAICS code for this procurement is 333415. This is being issued as a unrestricted procreument.
