- Amendment No. 1 is now posted at www.FedConnect.net. RECOVERY - YHONA Asphalt Trail Replacement - This procurement is being funded via the American Recovery and Reinvestment Act of 2009 (ARRA). The Bureau of Land Management is soliciting proposals to replace existing asphalt concrete trails, walkways, and some curb and gutters at the Yaquina Head Outstanding Natural Area (YHONA), 750 Lighthouse Drive, Newport, Oregon. Removal of existing trails will include removal and replacement of unsuitable base material. The project site is located 3 miles north of Newport, Lincoln County, Oregon. This project is funded by the American Recovery & Reinvestment Act of 2009 (ARRA). The period of performance is 60 calendar days, with an estimated start date of August 23, 2010. The North American Industry Classification Code (NAICS) for this project is 238110, with a size standard of $14 million annually. Payment (100%) and performance (100%) bonds are required. This project is open to both large and small businesses, with an estimated magnitude of between $100,000 to $250,000. Estimated issue date is April 14, 2010. All responsible sources may submit an offer which will be considered. A firm-fixed price contract is anticipated. Paper copies are no longer available. Full or partial funding for requirements to be completed by resultant contract award(s) may utilize funds provided by the American Recovery and Reinvestment Act of 2009. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by the successful offeror(s), will be required in any resultant contract. The Awardee will be subject to Section 1512(c) of the Recovery Act which requires each contractor to report on its use of Recovery Act funds under the awarded contract.
