Description
Combined Synopsis and Solicitation: This announcement is a Combined Synopsis and Solicitation and has been prepared in accordance with the Federal Acquisition Regulation. This announcement constitutes the only Solicitation^Request for Proposal (RFP). This announcement has been supplemented with the information including, but not limited to, the following: the e-mail address link to the supporting document. I. Requirement: The U.S. Department of the Interior (DOI), National Business Center (NBC), Acquisition Services Directorate (AQD) - Washington, D.C., is issuing this Solicitation^RFP, on behalf of the Advisory Council on Historic Preservation (ACHP), to request a small business contractor's offer/proposal to conduct research on the most effective methods for quantifying and measuring the economic impacts of historic preservation, including both local impacts (e.g., property rehabilitation, job creation, property values, tax incentives and investment) and regional impacts (e.g., spending from heritage tourism). II. Supporting Document and E-Mail Address Link: A small business contractor should reference the supporting document: ACHP's Statement of Objectives (SOO): MEASURING ECONOMIC IMPACTS OF HISTORIC PRESERVATION, as the supporting document: Statement of Objectives, at the e-mail address link as follows: http://www.aqd.nbc.gov/Solic/openmarket.asp III. Mandatory Contract Considerations: A. This Solicitation^RFP is Restricted to a Small Business Contractor. B. The applicable North American Industry Classification System Code for this Solicitation^RFP is as follows: 541720.A small business contractor's offer/proposal should: 1. cite the NAICS Code 541720 or at least cite a NAICS Code, based on the NAICS Code description, that is reasonably related and relevant to the NAICS Code 541720;2. cite a NAICS Code that is associated with the small business contractor's small business status; and3. cite a NAICS Code that is currently on the small business contractor's Central Contractor Registration Record as a small business NAICS Code. C.A small business contractor should be registered in the Central Contractor Registration at the e-mail address link as follows: https://www.bpn.gov/ccr/default.aspx D.A small business contractor should be registered in the On-Line Representations and Certifications Application at the e-mail address link as follows:https://orca.bpn.gov/ IV. Required Information: A small business contractor's offer/proposal should include Required Information as follows:1. the Contractor's Legal Name; 2. the Contractor's Tax Identification (Tax ID) Numbers; 3. the Contractor's Data Universal Numbering System (DUNS) Numbers; 4. the Contractor's Cage Code; 5. the Contractor's Business Classification = Size;6. the Socio-Economic Status = Ownership Status, Disadvantage Status {if applicable};7. the Contractor's Physical Address; 8. the Contractor's Main Point of Contact's (POC) Full Name, Telephone Number, Fax Number and E-Mail Address; 9. the Contractor's GSA's Multiple Award Schedule (MAS) Contract Number {if applicable} ;10. the Supply(ies) or/and Service(s) Description(s) or/and Name(s); 11. the Manufacturer's(s') Contract Line Item Number (CLIN)(s) or/and Equipment Number(s) or/and Item Number(s) or/and Part Number(s) or/and Supply Number(s) or/and Service Number(s); 12. the Manufacturer's(s') Legal Name(s) {if applicable}; 13. the Unit(s); 14. the Quantity(ies); 15. the Firm-Fixed-Price(s) and Extended Firm-Fixed-Price(s); and 16. the Freight on Board (FOB) Destination or Origin {if applicable}. V. Offer/Proposal Format and Page Limit: This Solicitation^RFP does not restrict a small business contractor to an offer/proposal format and page limit; nonetheless, it is imperative that a small business contractor composes and responds with/submits an offer/proposal based on a clear, concise and logical format and based on responsible management of the number of pages to facilitate the governments understanding and evaluation of the offer/proposal. Thus, copious amounts of offer/proposal content are not necessary and does not increase the chance of a small business contractor to receive a favorable evaluation and to be an awardee of a contract. VI. Offer/Proposal Response/Submission Instructions: A small business contractor should respond with/submit an offer/proposal directly to the U.S. DOI, NBC, AQD - Washington, D.C. {the government contracting office} designated Contract Specialist, me, by using my contact information as follows: E-Mail: Mario_D_Gray@nbc.gov {note: under-scores between the first name, the middle initial and the last name}. The small business contractor's response/submission of an offer/proposal should be by electronic-mail (e-mail), should include WZ100468-A1 in the e-mail's subject line and should be received by me by the Solicitation^RFP Closing Date of 4/28/2010 11:59 P.M. Eastern Standard Time. VII. Contract Information, Concerns, or/and Questions: A small business contractor should direct relevant contract information, concerns, or/and questions regarding this Solicitation^RFP directly to the U.S. DOI, NBC, AQD - Washington, D.C.designated Contract Specialist, me, by using my contact information as follows: E-Mail: Mario_D_Gray@nbc.gov {note: under-scores between the first name, the middle initial and the last name} and include WZ100468-A1 in the e-mail's subject line.
