- The National Park Service, Grand Canyon National Parkintends to award a Firm Fixed Price (FFP) contract for the following work located at Sunset Crater National Monument and Petrified Forest National Monument, AZ: UPGRADE AND IMPLEMENT THREE NEW P25 DIGITAL NARROWBAND REPEATER SYSTEMS. The contractor will provide all labor, material, equipment, transportation, and supervision in order to perform the work in accordance with the Statement of Work. Solicitation is being issued as 100% Set Aside for SMALL BUSINESS concerns. Offers are solicited from eligible and qualified SMALL BUSINESS firms. NAICS 237130; size standard is $33.5 million dollars. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote, #Q8219103015 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 237130 Small business size standard: Revenue NTE $33.5 Millon. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). STATEMENT OF WORK Grand Canyon National Park P25 Narrowband Radio Conversion Phase II GRCA ASTRO 25 Phase 2 System. Grand Canyon National Park is requesting a proposal for the upgrade and implementation of three new P25 Digital Narrowband repeater systems throughout several Grand Canyon National Park (GRCA) communication sites, as well as the addition of Petrified Forest National Park (PEFO) to the existent LE Communications Network. By adding the existent PEFO P25 Digital Communication system to the GRCA Radio system, the existent Dispatch capabilities can be utilized for the Flagstaff area parks, Grand Canyon, and Petrified Forest National Park. The proposal should be divided into 4 different National Park Service (NPS) communication sites, that once they get upgraded they will encompass the new GRCA Phase 2 P25 Digital communications system. O'Leary Peak: The first communication site and probably the most complex of all site modifications is the replacement of the existent O'Leary VHF Analog Wideband repeater; the new proposed site will include a set of Daniels VHF/UHF P25 Digital Narrowband repeaters, enhancements to the current site solar system, as well as the addition and replacement of the existent antenna system. The Daniels repeater equipment will include a UHF module set that will communicate with the existent PEFO P25 UHF Linking system. As it stands right now PEFO already has two repeaters located at the north and south end of the Park, both repeaters are currently linked to each other via UHF; the proposal will modify the existent PEFO UHF Link to connect to the O'Leary Site thus allowing the access to the GRCA Law Network. This new design will allow any LE Ranger located in any of the FLAG, and PEFO area parks to communicate between each other utilizing the new radio network; GRCA will be able to use this network via Dispatch with the already included P25 receiver that Motorola will be installing at the EMS system. PEFO Repeater sites (North and South): Both PEFO Sites will require reprogramming of the UHF Links as well as modification to their link antenna systems to point to the new UHF Repeater located at the O'Leary Peak site. These changes will be transparent to the PEFO users and will not disrupt their local communications at any time during the construction and or alignment process. Mount Emma: This site will be retrofitted with two Daniels VHF Repeaters, weather tight enclosure, new DC Power system (battery bank and solar array), as well as new Omni-directional antennas. The new antenna system will be installed in the existent site tower and will serve the MED and FIRE Networks. These two systems will also be connected to Dispatch based on the new Motorola designed EMS system. VT Ridge: This site will use three existent Motorola Quantar repeaters that will become available once the transition to the new Motorola system starts; these repeaters are currently located at the O'Leary site and will have to be re-tuned with the new site frequencies (it is also expected that accompanying duplexers will be available for use as well). The only new addition to the site will be the installation of an antenna system (new coaxial and three new Omni-directional Dipole antennas will be installed at the existent site tower) NOTE: The base of the site existent tower is corroded as it is seen in the included pictures, and will have to be determined safe by the tower team prior to the installation of the antennas. General Notes: System design shall be based on current installation being performed by Motorola, so that all systems will work with each other efficiently. This work is for design, construction and installation. The Government will purchase equipment (parts and repeaters) separately. However, design will include listing of all equipment needed, and assistance in finding and purchasing equipment. Assume Government will provide helicopter to transport equipment to sites (primarily Mt. Emma). Plan on 1000 pounds to 1200 pounds of weight can be carried by the helicopter. Based on this, estimate the hours needed to transport equipment to the sites.
