- Pax Visitor Information Simple Schematic for Alternate Fuel Blending System This notice is a combined synopsis/solicitation for commercial supplies and services prepared under the authority of FAR Part 13.5 and Subpart 12.6, as supplemented with additional information included herein. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 19.5, this acquisition is identified under NAICS Code 811310 - Commercial and Industrial Machinery and Equipment Repair and Maintenance. The Small Business Size Standard under this NAICS Code is $7,000,000. The $7M amount is calculated by taking the average of the contractor's average revenue for the past three fiscal years. This acquisition is 100% Set-Aside for small business concerns under the above NAICS Code. No quotations from large business concerns will be considered. All responsible Small Business concerns must perform at least 50% of the effort as the Prime Contractor. BACKGROUND - The Naval Air Warfare Center - Aircraft Division (NAWCAD) - Propulsion Systems Evaluation Facility (PSEF) is upgrading its fuel storage capacity to include blending conventional petroleum aviation fuel with aviation fuel from alternate sources. This is intended to be a temporary system of one to two years, until a permanent system can be designed and installed. The scope of work includes the design, installation, equipment and services to provide a complete, fully functional facility using some Government Furnished Equipment (GFE) on a prepared Navy facility site to meet the Navy's temporary fuel blending requirements. GOVERNMENT FURNISHED EQUIPMENT (GFE): 1. Two (2) new, above ground, horizontal, rectangular, double-walled tanks: a. Tank One: 10,000 gallon tank with spillbox (Containment Solutions) Model No. L-D-P10000 -Overall Size: 30'-8" L x 7'-11" W x 7'-1" H b. Tank Two: 12,000 gallon tank with spillbox - (Containment Solutions) Model No. L-D-P12000 -Overall Size: 36'-8" L x 7'-11"W x 7'-1" H 2. One (1) new Filter/Separator Housing -(Facet International/M.E. Industries, Inc.) Model No. CFCSM-D-4K395B-25633T2-FG -Design Pressure 150 PSI, Flow Rate 300 GPM -ASME Certified -API 1581, Group II, Class B Vessel 3. One (1) Explosion Proof, High Efficiency Pump Motor -(WEG) Model No. 00736XP3E213T -Centrifugal pump with 3 inch flange in/out -7.5 HP, 3515 RPM -Voltage: 208-230/460V - Full Load Amps: 19.2-17.3/8.66 A 4. Two (2) Clay Filtration Housings -(Honan-Crane) Model: 24M10-0 -Serial No. 64707 -60 GPM each -5'-10 H x 24" D -1.5" A/N in/out GOVERNMENT PROVIDED FACILITIES: 1. The Government/PSEF shall provide the above listed GFE. The two tanks will already be moved into location based upon facility space requirements. The two clay filtration housings and pump shall be installed by the Contractor based upon the Contractor's unique system design. 2. There is an existing 72' x 32' monolithically poured concrete berm in which the interstitials shall be installed by the Contractor. 3. The workspace for the installation, as determined by the Contractor quoted design, will be free from storage items and debris. The area will be cleared by the facility before the Contractor begins work. 4. The Government intends to provide the electric power for basic tools, potable water and restroom facilities, as required by a typical installation. 5. The Government shall provide the system's power source. The identified source of power at the PSEF building is within approximately 200' of the berm area. (It is the contractor's responsibility to field verify the actual wire run distance). 6. The Government shall provide a staging/lay down area for the Contractor's use during installation. STATEMENT OF WORK (SOW), PERFORMANCE SPECIFICATIONS / REQUIREMENTS: 1. The system shall be used for fuel blending. 2. The system shall use the most efficient method for fuel blending. 3. The system shall be able to circulate fuel from one tank back to itself, while keeping the other tank isolated, as well as flow from one tank and return to the other. 4. The system shall be capable to flow through the filter separator, clay housing #1, or clay housing #2, independently of each other, and also be capable to completely bypass all three. 5. Each tank shall have a low point drain to sump water that may settle to the bottom. 6. There shall be several low point drains in the system piping to allow for residual fuel between shipments to be removed. 7. When receiving fuel, there shall be a feature on each tank that allows for each tank to receive its own shipment of fuel, without introducing fuel into the remainder of the system and the operator shall have the ability to isolate the contents from the remainder of the system in order that there is no chance of contamination by anything else in the system. 8. The system piping shall have a fuel/defuel port(s) and all fuel ports shall be compatible with a D1 aircraft refueling nozzle and shall be accessible from a fuel truck parked in the vehicle thru-way located between the PSEF building and the fuel berm. 9. The tanks are located directly to the right of the existing berm with 3 ft. spacing between the tanks and between the berm. The tanks shall remain as positioned in Attachment B. The 12,000 gallon tank is sitting within the horizontal sight line with the corner beam that supports the berm roof. All required piping shall fit within the existing clearance of the gable style berm roof. All system interstitials shall be located within the existing berm and the footprint of the entire system design shall be as space conscious as possible. 10. The Contractor shall provide a complete design of the piping connecting the tanks and interstitials, as well as the placement of the interstitials which will fit within the existing space requirement. 11. The design shall meet all current, applicable regulations regarding above ground fuel storage facilities, including but not limited to the following: a. EPA SPCC Regulation, 40 CFR 112 b. Code of Maryland Regulations, COMAR 26.10.01 c. National Fire Protection Association Regulations, NFPA 30, 30A, and 31. 12. The Contractor shall provide 100% engineering drawings of their design of the system which shall be reviewed by the Government and the Contractor at 50% and 90% drawing completion. The contractor shall not start the actual installation work until the Government has approved the 100% drawings in accordance with DD Form 1423, Data Item No. A001. 13. The Contractor shall deliver 2 hard copies and 1 electronic (PDF) copy of "as built" drawings after the installation and inspection is complete in accordance with CDRL 0002 Data Item No. A002. 14. The contractor shall provide all labor, equipment, materials and services, unless otherwise noted herein, to provide and install the following: a. All 304 stainless steel piping connecting the tanks and interstitials. b. All 316 stainless steel ball or other valves. c. 60 mesh 316 stainless steel basket strainer with differential pressure gauge. d. Fuel/Defuel ports compatible with D1 type aircraft refueling nozzle. e. A permanent, OSHA approved means to access the top of both tanks without encroaching on the fuel depot area. f. Top venting and mechanical gauge accessories. g. Tank overfill protection system with an alarm at 90% full and automatic shutoff at 95% full. The overfill must be compatible with Patuxent River Fuel Farm truck's Scully System. h. Explosion proof tank monitoring panel and pump control panel adjacent to the berm area. i. All required electrical wire, conduit, electric breaker(s) and penetration into the building as necessary to bring power to the fuel blending system from the PSEF building. j. Utilize the Government provided filter/separator housing. k. Utilize the Government provided centrifugal pump. 15. Air test the system as per the manufacturers' installation instructions. 16. Conduct a post-build inspection in accordance with safety regulations. 17. Coordinate all required regulatory testing and inspections. 18. Obtain and maintain all licenses, permits, and insurance necessary for the work to be performed. 19. Remove all debris from the work site and leave the area in a broom-clean condition. 20. Repair any damages caused by the prime, or any of their subcontractors, to the Government facility or GFE, as a result of this installation. Contractors must contact Carol L. Thomas at carol.thomas1@navy.mil to request entrance onto the base and directions to the facility. No access will be granted without making prior arrangements. All visitor information, as per Attachment C, must be provided to Ms. Thomas by email or fax (301) 757-9046 not later than Tuesday, April 27, 2010 at 2:00 p.m. (EST). The Contractor should confirm they have been approved for access before the day of the visit. There is a limit of 2 persons per company and no Foreign Nationals will be permitted entrance. The Government will not be liable or responsible for any individual that is not permitted entry to the base, regardless of visit requests, or if the site visit is missed for whatever reason. No private visits will be permitted. No private question sessions will be permitted during the site visit or at any other time. All questions must be directed to the Contract Specialist or Contracting Officer in writing via email with the subject line "Q&A - Alternative Fuel System". Unclassified written questions, regarding the combined synopsis/solicitation related to the requirement during or after the job site visit shall be submitted not later than Monday, May 3, 2010 at 4:00 p.m. (EST) to the following: carol.thomas1@navy.mil or Department of the Navy, Naval Air Warfare Aircraft Division, Building 441, 21983 Bundy Road, Patuxent River, MD 20670-1127. All relevant Q&A will be posted via a solicitation amendment on the FebBizOps. Interested parties are advised to check the solicitation frequently for Q&A or changes (if any) to the requirements. All amendments to the solicitation must be acknowledged, in the Contractor's quotation, via a written statement. EVALUATION: In accordance with the provision at FAR 52.212-2, Evaluation - Commercial Items, paragraph (a), the quote will be evaluated based on the following factors: Technical, Price, Delivery, and Past Performance. All evaluation factors are considered equally important, however, the Government reserves the right to make an integrated evaluation resulting in the best value to the Government, price and other factors considered. The importance of price may increase if the other evaluated non-price factors are found to be same or similar. TECHNICAL: Please provide commercial brochures/literature and Technical Specification Sheets and/or other information. Concept/draft design drawings sufficient to show how the quoted supplies and/or services will meet or exceed all of the required technical specifications, as provided herein, are strongly encouraged. In addition, provide a copy of the standard commercial warranty. PRICE: The offeror shall provide sufficient detail and breakdown per Firm Fixed Priced (FFP) CLIN 0001 to allow the contracting officer to determine the reasonableness of the proposed price. Pricing shall include F.O.B. Destination terms to NAWCAD, Patuxent River MD 20670. Data and Warranty shall be Not Separately Priced (NSP). If the contractor cannot offer FOB Destination terms then a Firm Fixed Priced packing/shipping cost must be clearly provided so the price of this can be evaluated as part of the overall FFP to the Government. DELIVERY: The contractor shall propose their best delivery schedule for all requirements of this effort including design, installation, inspection and completion. PAST PERFORMANCE: Please provide three prior contract or purchase order numbers; for recent, same or similar products/services sold to other customers (within the last five years). Contracts should be either directly related or similar in scope, magnitude, and complexity to the requirement of this solicitation. Include the name of the contracting activity, contract number, period of performance, contract type, contract work description, dollar value, and a point of contact and phone number for each contract/purchase order record provided. The offerors are reminded that both independent data and data provided by the offerors in their quotations may be used to evaluate past performance. Since the Government may not necessarily interview all sources provided by the offerors, it is incumbent upon the offeror to explain the relevance of the data provided. The Government reserves the right to obtain Past Performance information from any source. NOTES: 1.
