Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to RFQ-OH-10-00089 when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. The NAICS code is 541620. The U.S. Environmental Protection Agency (EPA), Office of Research and Development, National Risk Management Research Laboratory, Air Pollution Prevention and Control Division, located in RTP, North Carolina has a requirement for a Literature Review of Mitigation Methods for Polychlorinated Biphenyls (PCBs) in Buildings. All services shall be provided for the U.S. EPA National Risk Management Research Laboratory, Air Pollution Prevention and Control Division, located in RTP, North Carolina. The F.O.B. point shall be destination. Price quotes shall include any setup charges. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are included in the Technical Evaluation Criteria. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the technical approach meet the minimum requirements specified in Statement of Work. Minimum Requirements: Statement of Work: Literature Review of Mitigation Methods for PCBs in Buildings The Contractor shall (1) summarize the existing mitigation methods for PCBs in buildings through literature search, (2) compile available information on the pros and cons of each method, and (3) compile available information on the performance, cost, and hazardous waste management for each method. The Contractor shall collect all publically available technical information from a variety of sources including, peer reviewed scientific and technical journals, conference proceedings, reports by the U.S. federal and state governments and foreign governments, reports by academic institutions, and reports by international organizations. The Contractor shall collect and summarize information on mitigation methods for both short-term and long-term solutions. The Contractor shall collect and summarize the information on all types of mitigation methods including source removal (physical removal of the source and on-site decontamination), source modification (e.g., encapsulation), and management solutions. The Contractor shall collect and summarize the information on waste management and prevention of new contamination associated with the mitigation processes. Reporting Requirements The contractor shall provide a summary report which shall include the following information: ?Background?Literature overview ?Findings, including method description, performance data, cost data, safety and waste management, and potential secondary contamination for use in occupied buildings, such as schools ?Conclusions and further research?References Both the draft and final report shall be in the format of Microsoft Word 2003. U.S. EPA is responsible for creating the cover page and adding a disclaimer before publication. The references shall be in Portable Document Format (PDF) or Hyper Text Markup Language (HTML) format. Deliverables and Schedule (1) Draft report ? due in four months starting from the date the contract is awarded; (2) Final report ? due in two months starting from the date the draft report is submitted to the EPA project officer; (3) One set of copies of references ? due at the same time as the final report. Evaluation Factors 1. Evaluation Method The Government intends to issue a single purchase order to the responsible offeror whose quote represents the best overall value to the government based on (1) technical approach, (2) previous experience and performance, and (3) price. Award may not necessarily be made to the lowest price offeror. 2. Previous Experience ?Experience in monitoring PCB contamination in buildings?Experience in developing, testing, or implementing mitigation methods for PCB contamination in buildings?Experience in advising governments and other organizations on PCBs in buildings?Experience in compiling information on issues related to PCBs in buildings?Related publications (journal papers, reports, presentations, etc.) 3 Past Performance Provide three of the most relevant and related references for similar work in terms of scope over the past three years. For each reference, provide: ?The contract number ?The type of contract performed, and; ?A brief description of the services provided, including the length of performance and total dollar amount. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
