- The US Environmental Protection Agency (EPA), Office of Water, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the Woods Institute for the Environment at Stanford in order to assist the EPA to conduct in-house research expanding the suite of environmental impact assessment models to include sustainable water use for biofuels. Recent US biofuel standards have mandated that more of the future gasoline and diesel be manufactured from biobased feedstocks. This work supports the efforts of the STD to provide recommendations concerning the sustainability of water use related to increased biobased feedstock production. Related in-house research in the area of Life Cycle Impact Assessment (LCIA) in the past has lead to the development of the Tool for the Reduction and Assessment of Chemical and other environmental Impacts (TRACI) which allows quantification of various impact categories such as: ozone depletion, global climate change, acidification, eutrophication, smog formation, human health cancer, noncancer, criteria pollutants, ecotoxicity, and fossil fuel depletion. The in-house research of expanding the suite of environmental impact assessment models to include sustainable water use for biofuels will be supported by this work which will apply a probabilistic analysis to guide a scientifically based simplification to existing water yield/use/scarcity models found within InVEST and will assist in a demonstration of the impact assessment of water use for increased biofuels production based on scenarios developed by the EPA. A case application using InVEST will quantify the impacts of water yield/use/scarcity based on changing water use over the entire nation to determine the impacts of additional biofeedstock production over various time scenarios. The scenarios for analysis will be developed by the EPA. A probabilistic analysis using InVEST will identify the most sensitive input parameters to the water analysis models to allow future scientifically defensible simplification of the models and increased ease of use. The North American Industry Classification Code (NAICS) is 541620. The size standard for this code is $7 million. THIS NOTICE OF INTENT is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements by submitting technical documentation to William M Yates, Contracting Officer, at the office identified above, by e-mail yates.william@epa.gov. The technical documentation must establish that the instrument to be provided meets all requirements. Anticipated award date will be in June 2010. Documentation must be submitted to William M Yates by 3:00 PM, May 11, 2010 in order to be considered by EPA. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
