Description
The Department of Justice, U.S. Marshals Service, Financial Services Division – Office of Procurement, Simplified Acquisitions Team intends to negotiate a sole source award under Federal Acquisition Regulations (FAR) Subpart 6, to Engineered Armored Vehicles, LLC, 1303 Debra Drive, Lady Lake, FL 32159. The U. S. Marshals Service, Special Operations Group (SOG) requires extensive electrical re-wiring of entire body of five (5) armored vehicles. All work will be performed by key personnel who participated in the initial design of said vehicles and who is familiar with the exact location of existing wiring, located within the vehicles, as well as being able to trouble-shoot any existing electrical issues with the vehicles. Other vendors have been hired previously to perform these functions, but have failed miserably. The subject vendor shall provide suitable facilities, equipment, tooling, specialized skills, and logistics support, as required. The subject vendor must also be able to demonstrate the capability to perform heavy duty upgrades to the suspension of these vehicles, which are carrying an inordinate amount of weight. The authority permitting other than full and open competition for this procurement is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Upon the basis of the following determination and findings, it is necessary to provide for other than full and open competition in the contract action described below. Engineered Armored Vehicles, LLC, demonstrates a unique capability to provide the required services. Engineered Armored Vehicles, LLC, employs key personnel who were instrumental in the design, development, and manufacture of the subject armored vehicles, to include the initial electrical wiring, and is the only commercial entity that possesses the necessary knowledge, experience and technical data required to perform the required extensive electrical re-wiring effort on behalf of the U.S. Marshals Service. Without access to this information, no other potential vendor would have the qualification and/or ability to adequately perform the extensive electrical re-wiring required on the 5 armored vehicles. This Notice of Intent is not a request for competitive quotations. Interested parties may identify their interests and capability (in accordance with the Sources Sought Notice) not later than 12:00 pm, April 26, 2010. A determination by the Government not to compete this award based upon responses to this notice is solely within the discretion of the Government.
