- Includes clarifications to the specifications BID OPENING DATE IS EXTENDED UNTIL 2PM APRIL 27, 2010. A SECOND SITE VISIT IS SCHEDULED FOR 10AM APRIL 13, 2010. SECTION "B" IS REVISED, WAGE DETERMINATION CHANGED, REVISIONS AND ADDITIONS TO SPECIFICATIONS POSTED BID OPENING DATE HAS BEEN EXTENDED UNTIL 2:00 PM ON APRIL 20, 2010. RECOVERY – The U. S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a project entitled RECOVERY – DFRC-Repair Mechanical System; CCRU-Repair Greenhouse Cooling System, USDA-ARS-MWA, Madison, WI. The work includes but is not limited to: furnishing all labor, supervision, materials, tools, equipment, transportation, and other necessary work to replace and repair mechanical equipment and systems at the Cereal Crops Research Unit (CCRU) and Dairy Forage Research Center (DFRC) located in Madison, WI (i.e. two laboratory facilities). The scope of the work at CCRU includes, but is not limited to, removal and replacement of three fan coil units serving the greenhouse, associated ductwork, piping, and electrical installations and existing control system modifications. Project components at DFRC include, but are not limited to: removal and replacement of heating and cooling coils at the facility’s air handling unit; removal and replacement of two steam to hot water heat exchangers serving the facility’s heating system; removal and replacement of the domestic hot water; building control system modifications; replacement of selected control dampers and components serving HVAC equipment; and associated ductwork, piping, and electrical installations. The project will include a base bid and bid options. The total period of performance is 300 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $750,000 to $1,00,000. SET-ASIDE: This acquisition will be procured as a total Service-Disabled Veteran-Owned Small-Business Set-Aside. All responsible businesses meeting the requirements may submit an offer which shall be considered by the agency. The NAICS code is 238220 and the annual size standard under the Small Business Competitiveness Demonstration Program for this project is 14 million. This project is funded by the American Recovery and Reinvestment Act (ARRA) and requires periodic reporting by the contractor in accordance with the ARRA. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-38. Solicitation No. AG-5114-S-10-AA06 is scheduled for uploading on or about February 13, 2010. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. It is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a bid. This will be the only opportunity to visit the job site prior to submission of bid. Bids will be due by 2:00 PM on APRIL 27, 2010. A firm-fixed price contract will be awarded. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
