Description
The Government intends to sole source award a firm fixed price services contract for Project Management Support Services for Railroad Coordination Various Projects for the Hurricane Protection Office, Vicinity of New Orleans, LA to Norfolk Southern Corporation. THESE PROPRIETARY COORDINATION AND SUPPORT SERVICES ARE REQUIRED WITH THE OWNER (NORFOLK SOUTHERN CORPORATION) OF THE PROPERTY. The railroad will participate in pre-construction meetings with the Corps (USACE) and the construction contractors. They will also provide on-site services to assure that the contractors operations do not interfere with the railroads operations. Some aspects of the work are specialized such as driving battered piling adjacent to and extending over the railroad tracks. The line of protection for the hurricane protection system for the New Orleans East and New Orleans Metro polders crosses the Railroads tracks in two (2) locations and runs parallel to the tracks for over six (6) miles. The gaps in the line of protection are closed by the means of steel flood gates. The gate structures are on Railroad property by permit and the levee runs parallel to and adjacent to the Railroads property. A floodwall is being built on top of the levee through most of this reach. The Railroad expertise is needed because the project impacts their property. Not having a contract in place with the Railroad could cause substantial indefinite delay of the construction of the hurricane protection in these reaches. This would result in a gap in the line of protection thus negating substantial worth of public investment and endangering human life and property. Government shall evaluate offer on Price Alone. Offerors must submit a quotation with a statement of capabilities and support documentation showing that the Offeror is the proprietary owner and as a result is eligible to be the provider of these services, by April 27, 2010, 4:00 p.m. CT.
