- 1. Can it be broadband or satellite? ANSWER Yes, it can be either. 2.Is the contract award going to based on Best Value or Lowest Price? ANSWER - See below clause, FAR 52.212-2. 3. If it is best value, what are the evaluation criteria and how are they weighted? ANSWER - See below clause, FAR 52.212-2. 4. The original SOW asks for 5 X-Ray machines in the supply list, however, Q3 answer in the Q&A states, Need the ability to do intra- oral X-Ray in each exam room. With 6 buildings and 3 exam rooms per building, that's 18 exam rooms. Doesn't this also mean 18 X-Ray machines? ANSWER - YES, EACH EXAM ROOM NEEDS AN X-RAY MACHINE. WE NEED 18 FOR THE FIRST EXERCISE. 5. The following clause is hereby incorporated in full test FAR Clause 52.212-2 EVALUATION-COMMERCIAL ITEMS (JANUARY 1999) (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers- 1) Technical Capability of items offered to meet the Governments requirement 2) Past Performance and 3) Price. These factors are listed in descending order of importance. Technical and past performance, when combined are more important, when compared to price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received 6.If portable office trailers are acceptable for your solicitation will they be allowed to remain in place in between the 2 events? It seems that there would be a risk to both the contractor and the government if the equipment is left in an unsecured or maneuver area. I just want to ensure that each vendor captures all of the associated costs while meeting the intent of the government. ANSWER No, contractor cannot leave equipment between the two exercises. In order to meet mission requirement, the cut off for questions is now set at 23 April 2010 proposals are due 27 April 2010 @ 4:30 PM. We have a few more questions to answer, and they will be posted on Monday, 26 April 2010.
