This combined synopsis and solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This equipment will be used to create weathers stations used to measure climate conditions at lakes and wetlands. System capability is necessary for assessing relationships between climate and water quality/quantity. Components of the stations include sensors for temperature, precipitation (including snowfall), wind speed and direction, relative humidity, and barometric pressure. These systems must be able to provide comparable data to other USGS owned weather stations present in adjacent areas which will be used in this study. They must be compatible and programmed with an available satellite (GOES) for remote access where neither cell phone service nor telemetry is available at some sites. The systems must provide research grade measurements for temperature, precipitation (including snowfall), wind speed and direction, relative humidity, and barometric pressure. Systems must include compatible datalogging system for long-term data storage. Systems must include all necessary accessories and fittings. Therefore, vendors must be able to provide all items (brand name or equal). Quotes for other than all items, will not be accepted. Delivery Date: 30 days ARO. Deliver to Address: U.S. Geological Survey, Forest and Rangeland Ecosystem Science Center, 3200 SW Jefferson Way, Corvallis, OR 97331, Attention: Branden Johnson. This solicitation document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-40, dated April 25, 2010. The solicitation number for this procurement is 10WRQQ0180 and is issued as a request for quote (RFQ). This request is issued as an unrestricted procurement. The North American Industry Classification System (NAICS) code is 334513 with an applicable size standard of 500 employees. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. EVALUATION/AWARD: The Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. Evaluation criteria are as follows Lowest Price Technically Acceptable. If other than brand name is offered, sufficient literature must be submitted in order to determine technical acceptability.
