Description
AS REQUIRED BY FAR 6.305, THE FOLLOWING INFORMATION IS BEING MADE PUBLICALY AVAILABLE PERTAINING TO THE AWARD OF A CONTRACT TO LANCE BAILEY, INC. ON A BASIS OF OTHER THAN FULL AND OPEN COMPETITION FOR PARKING GARAGE SERVICES. 1. Agency: Office of Administrative Services/Business Operations Center/Office of the Assistant Secretary for Administration and Management Contracting Office: Office of Procurement Services/Business Operations Center/Office of the Assistant Secretary for Administration and Management 2. Description of Action: 6 month base period with one 3 month option period for Parking Garage services on a basis of Other than Full and Open Competition 3. Description of Service: Parking Management Services. Parking pass holders in the Frances Perkins Building (FPB) pay the vendor directly for the monthly/quarterly parking passes. Appropriated funds are not used for this requirement. 4. Idendification of Statutory Authority: 41 U.S.C. 253(c)(1); FAR 6.302-1 5. A Demonstration of the Proposed Contractor's Unique Qualifications: The current vendor is uniquely qualified to management the FPB parking garages for a short-term contract as they have over 6 years of experience in the management and operations of the FPB garages. To bring in another contractor for the short period requested would not provide sufficient time for the contractor to learn the multiple issues facing the garage attendants and could potentially unfairly penalize the contractor due to the short period of the contract, with a negative past performance evaluation, where there is little or no time for a new contractor to make adjustments or adequately respond to mandated corrective actions 6. A Description of Efforts Made to Ensure that Offers are Solicited From as Many Potential Sources as is Practicable: Upon finalization of the Departments future requirement for this effort, a solicitation will be made publically available. 7. A Determination by the Contracting Officer tha tthe Anticipated Costs to the Government Will be Fair and Reasonable: No apprpriated funds are used for this contract. A price analysis has been conducted to determined the price for parking pass holders is fair and reasonable. 8. A Description of the Market Research Conducted: Market Research identified contractors who can likely provide this support; however none of the vendors were viewed as viable candidtates for this short term requirement. 9. Any Other Pertinent Facts Supporting the use of Full and Open Competition: This is for a short term contract to allow for final decisions on the need for continuation of a separate parking management contract. To bring in another contractor for the short period of time would not provide sufficient time for the contractor to learn the multiple issues facing the garage attendants and could potentially unfairly penalize the contractor due to the short period of the contract. 10. A Listing of the Sources that expressed Written Interest in the Acquisition: None 11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition Before Any Subsequent Acquisition For the Service is Required: The request for a short term contract is to allow for final decisions on the need for continuation of a separate parking management contract. If the final decision is made to continue the curent method of managing the FPB parking garages the the follow on contract will be requested competitively.
