HSCG38-10-S-010003 SOURCES SOUGHT NOTICE This is not a request for proposals. This synopsis is for information, planning and market research purposes only. This is not a solicitation announcement and no contract will be awarded from this announcement. Small and disadvantaged businesses are encouraged to provide input. BACKGROUND: The U.S. Coast Guard (USCG) HC-144A, a Medium Range Surveillance (MRS) Maritime Patrol Aircraft (MPA), is a transport and surveillance aircraft that is used to perform search and rescue, marine environmental protection, military readiness, international ice patrol, and enforcement of laws and treaties including illegal drug interdiction, missions. This aircraft is manufactured by Airbus Military, formerly Construcciones Aeronáutica Sociedad Anónima (CASA), in Spain and is powered by two General Electric CT7-9C3 turboprop engines. The USCG currently operates eight (8) HC-144A aircraft. SYNOPSIS: USCG, Aviation Logistics Center (ALC), Elizabeth City, NC is seeking alternate sources that can provide the services of a Field Service Representative to assist the USCG in supporting the CT7-9C3 turboshaft engine and Propeller Gear Box assembly as used on the USCG HC-144A aircraft. Scope of Work: The Field Service Representative is trained and experienced in the CT7-9C3 turboshaft engine and Propeller Gear Box assembly. The representative will be permanently based at ALC, and as required, visit various Coast Guard HC-144 operating units, perform on the job training, assist in troubleshooting, assist with repairs, and evaluate damage. OBJECTIVES: 1. Enable the Coast Guard to resolve technical questions and problems associated with the operation and maintenance of CT7 turboshaft engine and Propeller Gear Box assembly. 2. Enable the Coast Guard to respond in a timely manner to safety of flight issues, ground safety issues, and catastrophic failures of the CT7 turboshaft engine and Propeller Gear Box assembly. 3. Enable the Coast Guard to efficiently operate the ALC CT7 turboshaft engine test cell facility, calibrated and correlated to the CT7 OEMs performance specifications (not required yet as test cell is being developed) 4. Enable the Coast Guard to utilize the most up to date procedures, repair limits, tooling and ground support equipment available to inspect and maintain the CT7 turboshaft engine and Propeller Gear Box assembly. 5. Enable the Coast Guard to optimize the management of CT7 turboshaft engine and Propeller Gear Box assembly inventories, through maximum utilization of spare parts and repairable assets. Qualifications: 1. Security Clearance is not required for the performance of this Field Service Representative requirement. However, the company shall certify that the representative has no negative financial situations and criminal offences in his / her background based on nation-wide financial and criminal background checks. 2. Trained and experienced in all engine and propeller system components, including the powerplant to airframe interface, installed and utilized in the Coast Guard HC-144 aircraft, except avionics. 3. Training/Education: 2 Years of college, Mechanical Engineering, Aeronautical Engineering, Aircraft Technology, or equivalent. 4. Have United States Citzenship. 5. Able to interpret OEM drawings as required for Coast Guard personnel. Proprietary technical information that is furnished to the U.S. Coast Guard from the contractor drawings shall only be used by the Coast Guard for repair, failure investigation, and/or overhaul of U.S. Coast Guard equipment. 6. Experience: a. An FAA licensed Airframe and Powerplant Mechanic. b. 5 years of jet/turboshaft engine experience, preferably with airline or business jets. c. 3 years of experience with the CT7 turboshaft engine and Propeller Gear Box assembly or equivalent HC-144 experience. d. The Coast Guard reserves the right to waive any of these quantifiers in lieu of other significant or special HC-144 experience. Waivers for any of these quantifiers for this training and experience requirement may be granted with prior approval of the Contracting Officer on a case by case basis. 7. Communication skills: a. Able to communicate effectively and clearly in person, in writing, and via telephone regarding topics, which are usually technical in nature. This requires communications with Coast Guard engineering, technical, and maintenance personnel at all levels, and with manufacturer's technical, engineering, product support, and manufacturing personnel. b. Have at least a minimum of computer skills and knowledge of word processing and other computer programs as necessary for project documentation, correspondence, and reports. The USCG will NOT be able to provide manuals or drawings for this requirement. Interested parties must have access to the OEM data and manuals. The Government believes the applicable NAICS code is 336412 - Aircraft Engine and Engine Parts Manufacturing. Responses to this notice should include: • company name, address, telephone number, point of contact (POC), and complete details, brochures, and etc. which will allow the USCG to understand your service, configurations, auxiliary equipment, and options. • the approximate lead-time for acquiring your service. • whether and how your company has access to the OEM data and manuals. • detail if this propulsion system has been qualified for use in any DOD or Federal Government Aircraft. • Responses to the following business questions: (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified HUBZone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the service, and if so which agencies, POCs and contract numbers? (9) If possible, any POCs for civilian users for general usage of service questions. This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. Reimbursement will not be made for any costs associated with providing information to this sources sought. All interested parties must respond to any subsequent solicitation notice published on the Federal Business Opportunities website, www.fbo.gov.
