Description
The following is a sources sought notice only. This is not a request for Quote (RFQ) or request for proposal (RFP). There will not be a solicitation, specifications, or drawings available at this time. This notice is a market research tool used for planning purposes only to determine the availability of capable contractors able to provide cable television services at Tyndall AFB, FL for the period of 01 October 2010 through 30 September 2011. This contract will include four one-year option periods for a contract term totaling up to 5 years. The North American Industry Classification System (NAICS) codes 515210. The small business size $15 Million. Information provided to the Government as a result of this posting is for planning purposes only, and is strictly voluntary and given with no expectation of compensation. Furthermore the submission of this information is not to be construed as a commitment by the Government to procure any services, nor does the Government intend to award a contract on the basis of this request for information. It is anticipated that a solicitation announcement will later be published in the Federal Business Opportunities. However, the Air Force is interested at this point, only in identifying interested and capable contractors for this service, as part of the market research effort. The tentative solicitation issue date is to be determined. The Government intends to award one contract to satisfy this requirement. DESCRIPTION OF SERVICES (Note: The description is a summary of the required services and is not intended to be all-inclusive): The Contractor shall provide all personnel, transportation, equipment, tools, parts, materials, supervision and other items and services necessary to provide cable television service (CATV) and other services to include constructing, installing, operating, maintaining or removing the cable system. The Contractor shall provide a basic tier of service, which will include all services required by the rules of the Federal Communication Commission and any other federal law or regulation. The Contractor shall provide three Commander's access channels and the Pentagon Channel. The contractor shall provide an emergency override system that will permit the installation commander to simultaneously interrupt all channels on the cable system with a live or recorded voice or other audio signal message. The total estimated number of official cable drops at this time is 836. RESPONSE REQUIREMENTS: This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information. Interested organizations may submit their capabilities and qualifications to Nicole Dean via e-mail at Nicole.Molt@Tyndall.af.mil. no later than 5:00 PM CST on 7 May 2010. Such capabilities/qualifications may be evaluated for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Sources shall include in their information: 1. A detailed capabilities statement stating their capabilities in providing the same or similar services described in this notice. 2. A point of contact with phone and e-mail information. 3. Business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business). 4. Business size based on NAICS 515210. 5. A positive statement of interest to submit a proposal.
