Description
The United States Environmental Protection Agency (EPA) is currently posting a synopsis for an upcoming solicitation for a requirement to support the Office of Pesticide Programs (OPP) Environmental Fate and Effects Division (EFED) for activities supporting the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Food, Drug and Cosmetic Act (FFDCA). Specifically, support is required in four general areas: reviewing and evaluating studies provided by registrants or found in open literature searches; producing assessments; reviewing submitted risk assessments; and developing or improving risk assessment methods. In addition support is required to provide training for EPA staff on issues related to the science and methods of risk assessment. Workshop organization and facilitation will also be required. Although capability in all of these areas is required, the primary focus of the contract will be on the evaluation of studies. It is anticipated that the solicitation will be available on or about May 11, 2010. Proposals will be due approximately 30 days after the solicitation becomes available. The proposed requirement is a total small business set-aside. The contractor shall be prepared to provide scientific/technical support for EPA activities in furtherance of the Agency's primary mission, the protection of human health and the environment. The PWS falls under the North American Industry Classification System (NAICS) code 541620 and the applicable size standard is $7.0 million. The resultant contract is anticipated to be Cost Plus Fixed Fee with a 12-month base period and the possibility of four 12-month option periods. Work may be ordered through the issuance of work assignments. The contractor shall provide all personnel, materials, and equipment necessary to perform the PWS. The contractor is required to comply with Federal Acquisition Regulation (FAR) clause 52.219-14 Limitations on Subcontracting (Dec. 1998). Small Businesses must sufficiently demonstrate the ability to perform at least 50% of the cost associated with labor of any resultant contract and more specifically capability in the technical aspects of performing under a government contract. In order to be awarded a contract under this requirement, a contractor and any sub-contractors who will possibly require access to FIFRA confidential business information (CBI) must have the ability to receive and maintain FIFRA clearance. In addition, the contractor must demonstrate their ability to obtain FIFRA clearance.
