- D. Specifications C. Drawings B. Solicitation A. Bidder's Packet THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROJECT. This is a combined solicitation/presolicitation notice and all necessary information is attached to this notice. The USDA Forest Service, Umatilla National Forest is in need of replacing water lines, modifying existing spring box and cistern connections, removing and replacing a 320 gallon metal stock trough and other work at the Godman Guard Station in Columbia County, Washington, approximately 32 miles from Dayton, WA. Work is estimated to start September 1, 2010 and completed within 30 calendar days. Project is estimated at $0-$25,000. Set-aside is 100% Emerging Small Business.
