- The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or service will satisfy agency requirements. The US Army Corps of Engineers, Rock Island District, intends to enter into a firm, fixed-price contract with the Upper Mississippi River Basin Association (UMBRA), Saint Paul, Minnesota 55102. This contract is for staff services from the Upper Mississippi River Basin Association (UMRBA), to provide overall coordination for the development, editing, and publishing the 2010 Environmental Management Program (EMP) Report to Congress (RTC) and a related companion document titled Implementation Issues Assessment (IIA).The NAICS code for this procurement is 924110 which is the Administration of Air and Water Resource and Solid Waste Management Programs were small business size standards are not established because it is a Public Administration Sector. Establishments in the Public Administration Sector are Federal, state, and local government agencies which administer and oversee government programs and activities that are not performed by private establishments. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
