- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-40. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500 employees. This acquisition is 100% set-aside for small business. In accordance with the non-manufacturer rule, the contractor shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern. See FAR 19.102(f) for additional information. The National Institute of Standards and Technology has a requirement to upgrade an existing Broadband Submillimeter Wave Source manufactured by Virginia Diodes, Inc. Model VDI-FEM-S00013. All interested Contractor's shall provide a quote for the following line items(s): Line Item 0001 : The Contractor shall furnish one (1) each, Amplifier/Multiplier chain which shall meet or exceed the following specifications: 1. Upgrade existing 535-620 GHz amplifier/multiplier chain to be sweepable (chirpable) over a time period of < 2 μsec across the full frequency range specified; 2. Basic components of system will remain the same but attenuation of each amplifier shall be fixed; 3. Upgrade shall include the replacement (or rebuilding) of up to one major component to optimize the total power output during the sweep. Line Item 0002: The Contractor shall furnish one (1) each, Amplifier/Multiplier chain which shall meet or exceed the following specifications: 1. Mixer amplifier chain for detection across 535-620 GHz frequency band that includes the following components: xn/amplifier/x3/x3/sub-harmonic mixer with diagonal horn antenna with 25 dB gain; 2. System must be optimized for chirpable performance (i.e., fast frequency sweeps of less than 2 μsecs) and be matched for detection across the full frequency band of Line Item #0001 above; 3. Conversion loss must be less than 15 dB for the DSB (DSB=double side band); 4. Input signal to drive multiplier chain must be less than 20 GHz with input power of less than 18 dBm; 5. Intermediate frequency (IF) bandwidth must be from DC-40 GHz. Line Item 0003: The Contractor shall furnish one (1) each, Chain which shall meet or exceed the following specifications: 1. A turn-key multiplier chain for the 780-870 GHz region that is chirpable over a time period of < 2 μsec across the full frequency range specified; 2. Output power must exceed 100 uW over a bandwidth minimum of 70 GHz; 3. Configuration must include the following components: xn/amplifier/x2/x2/x2/x3/diagonal horn antenna with 25 dB gain; 4. Input signal to drive multiplier chain must be less than 20 GHz with input power less than 18 dBm; 5. The system should be reconfigurable to operate over the following ranges; a. 260-290 GHz with minimum power of 20 mW from a 25 dB gain diagonal horn covering the 220-330 GHz range; b. 130-145 GHz with minimum power of 100 mW from a 25 dB gain diagonal horn covering the 110-170 GHz range; c. 65-72 GHz with minimum power of 250 mW from a 25 dB gain conical horn covering the 75-110 GHz range; d. 33-36 GHz with minimum power of 1000 mW. Line Item 0004: The Contractor shall furnish one (1) each, Chain which shall meet or exceed the following specifications: 1. A turn key mixer amplifier chain for detection of chirpable pulses (< 2 μsec) across the 780-870 GHz region that includes the following components: xn/amplifier/x2/x2/x2/x3/sub-harmonic mixer/diagonal horn antenna with 25 dB gain; 2. Conversion loss must be within the range of 15-18 dB for the DSB across the full frequency band; 3. Intermediate frequency (IF) bandwidth must be from DC-40 GHz; 4. Input signal to drive multiplier chain must be less than 20 GHz with input power less than 18 dBm; 5. Detection system must be optimized for chirpable performance (fast frequency sweeps of less than 2 μsecs) for the full frequency band specified in Line Item 0003 above; 6. The local oscillator (LO) source system should be reconfigurable to operate over the following ranges: a. 390-435 GHz with minimum power of 0.5 mW from 25 dB gain diagonal horn for the 220-330 GHz range; b. 130-145 GHz with minimum power of 20 mW from 25 dB gain diagonal horn for the 110-170 GHz range; c. 65-72 GHz with minimum power of 200 mW from 25 dB gain conical horn for the 75-110 GHz range; d. 33-36 GHz with minimum power of 600 mW. Line Item 0005: The Contractor shall furnish one (1) each, Chain which shall meet or exceed the following specifications: 1. Reconfiguration of Line Item 0004 above for detection across the 260-290 GHz range from Line Item 0003; 2.R equires replacement of x3/SHM/horn with fixed attenuator/SHM/horn; 3. Performace must have conversion loss of < 10 dB for the DSB as a chirpable system (< 2 μsec sweep time) and be tested to optimize LO performace. The Contractor shall provide a minimum of a One (1) Year Warranty. Contractor shall state the warranty coverage provided. Delivery shall be FOB DESTINATION and be completed no later than 14-16 weeks after receipt of an order. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Award shall be made to the lowest priced, technically acceptable quoter. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which addresses all specifications & clearly documents that the product offered meets or exceeds the specifications identified herein. Past Performance: Past Performance will be evaluated to determine the overall quality of the products and services, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or information from other sources, including NIST. Offerors shall provide a list of at least three (3) references to which the same or similar products have been sold. The list of references shall include, at a minimum: the name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer, if applicable; and the date of delivery or the date services were completed. Past Performance and Price shall not be evaluated on quotes that are determined technically unacceptable in accordance with the Technical Capability Evaluation factor. If paragraph (j) of the provision is applicable, a written submission is required. All vendors shall submit the following: 1) An original and one (1) copy of a quotation which addresses all of the above items; 2) An original and one (1) copy of the technical description and/or product literature; 3) Description of commercial warranty; 4) An original and one (1) copy of the most recent published price list(s) and 5) Offerors shall provide a list of at least three (3) references to which the same or similar products have been sold. The list of references shall include, at a minimum: the name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer, if applicable; and the date of delivery or the date services were completed. This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. All quotes shall be received not later than 3:00 PM local time, on May 10, 2010 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Joni Laster.
