- The U.S. Fish and Wildlife Service intends to negotiate a noncompetitive contract with the Government of Ontario Ministry of Natural Resources (MNR). The purpose of this procurement is for the contractor to provide the use of a helicopter for correction factor and waterfowl survey in Canada during BPOP Survey period. MNR has experienced and trained pilots who are familiar with natural resource flying within Canada. The MNR Aviation program is familiar and knowledgeable of Waterfowl Population Data Capture Methods consistent with those practiced by the Joint Cooperative USFWS and Canadian Wildlife Service (CWS) programs. This familiarity results in flight efficiencies potentially reducing required flight times up to 15 percent. MNR aircraft are equipped with aircraft tracking systems that are monitored 24 hours a day, 7 days a week by their operations center to ensure prompt response as necessary for any emergencies in remote locations. The total value of this contract is less than the simplified purchase threshold. A determination not to compete this proposed contract has been made pursuant to 41 USC 253(c)(1), as implemented by FAR 6.302-1. This requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but no later than 5:00pm EST on Thursday, May 13, 2010. Faxed and emailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the government.
