Davis-Bacon Wage Determination River Valley Ranch WRP Plan Map River Valley Ranch Location Map River Valley Ranch WRP Micro Sheet Pond Excavaction 378 Specs Solicitation No. AG-7442-S-10-0043 SYNOPSIS: USDA Natural Resources Conservation Service is announcing a project under the Wetland Reserve Program (WRP) for Bowie County, Texas. The works consists of constructing ridge/swale microtopography to restore a wetland. SUMMARY: Contractor shall furnish all labor, equipment, materials, incidentals, and supervision to complete the Bowie County Restoration. All work shall be done in accordance with the Natural Resources Conservation Service Conservation Practice Specification 378 – Pond (Excavacted). The work shall include the following: SCOPE: Works consist of excavacting a pit or “dugout” and placement of spoil as specified. All work shall be done in accordance with the attached STATEMENT OF WORK, SPECIFICATIONS, CLAUSES, PROVISIONS, AND WAGE RATES AND SHALL BE COMPLETED WITHIN 24 CALENDAR DAYS AFTER RECEIVING THE NOTICE TO PROCEED (NTP). LOCATION: The location of the pond or excavated pit and disposal area for the spoil shall be as specified on the drawings or as staked in the field. SITE PREPARATION: Trees, stumps, brush, large rocks, sod, and other debris which will prevent smoothing the spoil area as specified in the Spoil Disposal section shall be removed from the excavated pit and spoil area. CONTROL OF WATER: Control or removal of surface or groundwater shall be performed as needed to complete the required construction in accordance with the specifications and drawings. EXCAVACTION: The excavation shall conform to the lines, grades, and elevations shown on the drawings or staked in the field. SPOIL DISPOSAL: The spoil material shall be disposed of as specified on the drawings, in the Construction Detail section, or as staked in the field. SEEPAGE: Seepage control such as mechanical compaction, soil blanket, flexible membrane, or other sealing treatment shall be installed as specific in Construction Details or specification. MEASUREMENT: The quantity of excavated material will be the design yardage computed from the natural ground surface to the neat lines as specified. Computations will be made to the nearest cubic yard. TIME FRAMES/DATE. Performance time, including mobilization is 24 days. THIS IS A SMALL BUSINESS SET-ASIDE. This acquisition is being conducted in accordance with FAR Subpart 6.1 and 6.4. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction, which is $20.0 million average annual income. PRICE. The Government estimated price range for the project is under $25,000. PRE-BID CONFERENCE AND SITE SHOWING: A pre-bid conference and site visit will be conducted on May 12, 2010, at 11:00 am CST (Central Daylight Time) at the USDA – NRCS, New Boston Service Center, 905D W US Highway 82, New Boston, TX, 75570-2499 SUBMITTAL REQUIREMENTS. This is SEALED BID PROCUREMENT. Interested and qualified firms must submit their bid no later than 2:00 pm, June 11, 2010 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed in this notice. All contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract.
