- The U.S. Department of Labor is seeking qualified contractors that have an established communication network and working relationship with State Workforce Agency (SWA) labor market information (LMI), workforce information (WI), and/or research entities nationwide and experience in providing technical assistance and training to SWAs LMI/WI entities and regional economic development entities. ETA is conducting market research to identify firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Part 19. When submitting your response, please indicate all programs under which you meet the criteria. The proposed acquisition will be classified under the North American Industry Classification System (NAICS) Code 541611, and the Small Business Standard is $7 million. ETA will need contractor support to provide technical assistance to support the state field testing; track the progress of the individual state projects; report to ETA on a monthly basis; support states in the development of standard operating procedures for the delivery of the Web-based E-Learning modules; and coordinate with the volunteer states to produce a generic ready for replication version of the E-learning Series training modules. In addition to the technical assistance tasks, ETA will need contractor support to conduct two research projects to identify what state-developed LMI/WI training courses or curriculum are already available for frontline staff and state and local workforce investment boards capacity building; and to identify and catalog what LMI/WI certifications (state and other) are already available for labor market analyst and front-line staff to pursue. All contractors responding to this announcement must demonstrate their experience in successfully doing the aforementioned work. Please be advised that the following factors will be used to gauge the capability of a firm who responds to this request for information. Therefore, a firm's capabilities statement should address: 1. Working with state workforce agency labor market information, workforce information, or research entities, and state and local workforce development, and regional economic development systems; 2. Working with traditional labor market information and the more inclusive workforce information, data integration methods and tools, information delivery systems and processes, and web-based information sharing and instruction; 3. Operating an established communication network and maintaining a working relationship with state workforce agency (SWA) labor market, workforce information, and research shops nationwide; 4. Demonstrating a working knowledge and a broad understanding of the workforce development system and the role of LMI and workforce information; 5. Developing and delivering labor market, workforce information, and/or economic research training for SWA LMI and other staff; 6. Consulting with and providing research services for SWAs and state LMI shops; 7. Managing, coordinating, and reporting on multiple projects in the workforce and/ or economic development system; 8. Planning and coordinating with state grantees; 9. Drafting reports, summaries, and status updates; 10. Developing training marketing materials, presentations, and providing input regarding E-Learning content and functionality; and 11. Implementing outreach strategies and providing technical assistance to SWAs. Responses are due May 4, 2010, by 2:00 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to Johnson.DaVeana@dol.gov. The response must be specific to each of the factors listed above to demonstrate that the respondent is capable. The submittals shall not exceed 15 pages, TOTAL.
