Description
The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado has received a Sole Source justification for the requirement to purchase an upgrade to the existing 41cm telescope for the US Air Force Academy (USAFA) Department of Physics (DFP) at the USAFA observatory to support the Department of Physics course in space situational awareness to DFM Engineering at 1035 Deleware Ave. Unit D, Longmont, CO 80501-6155. This acquisition will be done in accordance with FAR 12 and 13 procedures. The North American Industry Classification System Code (NAICS) is 333314 and the size standard is 500 employees. The DFP requires an upgrade to its existing DFM Engineering 41cm telescope system that fully supports remote, autonomous operations for satellite tracking at low earth orbits. The upgraded 41cm telescope requires a new equatorial mount system that has on-axis absolute encoders, harmonic speed reducers in the secondary drive that will provide zero backlash, and motor driven and remotely controlled mirror doors. The existing optics will require re-coating and the optical tube assembly will need to be modified to accommodate the wiring, cables and motor drive chassis of the new mounting system. The new chassis will be compatible in size to the current chassis for the USAFA 61cm telescope easing the burden of maintenance due to compatible telescope control system spares. The current DFM telescope control system must include all soft switches for remote control. The current DFM Engineering Sat Track function requires improvements by utilizing a GPS based time card in the TCS computer, and implementation of velocity feedback and integrator to the software servo in TCS. The secondary focus also requires a driver that is compatible with Focus Mas. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the 41cm telescope upgrade requirement described above may provide evidence for consideration. Evidence must support the offeror's claim. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 3:00 p.m. MST on 3 May 2010. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
