Description
This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. M20364-10-Q-0006 is issued as a Request for Quotation (RFQ). The NAICS code is 315999. The small business size standard is 500 in average number of employees. This acquisition is small business set-aside. This procurement is for a firm fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. The clauses and provisions referenced in this solicitation may be obtained in full text form at http://www.arnet.gov/far. Requirement: LINE ITEM 1: Embroidered Name Patch for desert TAN flight suit, 2 each per individual Qty: Not to Exceed 500, but no less than 150Period of Performance: Date of award through 30 September 2010 LINE ITEM 2: Embroidered Name Patch for OLIVE DRAB green flight suit, 2 each per individual Qty: Not to Exceed 1300, but no less than 1000Period of Performance: Date of award through 30 September 2010 LINE ITEM 3: OPTION YEAR 1, Embroidered Name Patch for desert TAN flight suit, 2 each per individual Qty: Not to exceed 600, but no less than 100Period of Performance: 1 Oct 2010 through 30 September 2011 LINE ITEM 4: OPTION YEAR 1, Embroidered Name Patch for OLIVE DRAB green flight suit, 2 each per individual Qty: Not to exceed 600, but no less than 100Period of Performance: 1 Oct 2010 through 30 September 2011 LINE ITEM 5: OPTION YEAR 2, Embroidered Name Patch for TAN desert flight suit, 2 each per individual Qty: Not to exceed 600, but no less than 100Period of Performance: 1 Oct 2011 through 30 September 2012 LINE ITEM 6: OPTION YEAR 2, Embroidered Name Patch for OLIVE DRAB green flight suit, 2 each per individual Qty: Not to exceed 600, but no less than 100Period of Performance: 1 Oct 2011 through 30 September 2012 **PICTURES OF EXAMPLES CAN BE FOUND IN ATTACHMENT** Scope of Contract:The unit requires unit name patches for the Marine Corps flight suit in two colors, desert tan and olive drab green. These name tapes will be 2" by 4" and have the individual Marine or Sailor's information (provided by the unit) embroidered on in matching threads(dark tan-brown thread on tan patches, black thread on olive drab green patches). The font style should be New Gothic, 18 pt. The hem will be embroidered and thread will match the color of the tape. Each name tape must have the Eagle, Globe and Anchor in the dimensions of 1" tall by.85" wide, embroidered and centered in the middle. Each name tape must have hook and loop backing to allow for the patch to be placed on the flight suits. A sample, at least in picture format, must be provided for final approval to be compared to existing patches to ensure continuity and quality. These samples can be sent to jessycca.mckellop@usmc.mil or to brent.patterson@usmc.mil. ** Please note a contract resulting from this solicitation will be made with the understanding that a bulk order will be made originally with smaller quantity orders to follow as required by the unit when new Marines and Sailors check into the unit. The award will include option years. The delivery address will be 521 Patterson Road, Indian Head, MD 20640. Please include a delivery timeline with your proposal if delivery is not the same as the estimated delivery. Awarded contract will be made written and following orders will be made verbal. Exercise option years shall be made written. All awarded contracts and order shall be made by the Contracting Officer only. The following provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, in precedence: 1) Technical Acceptance; and 2) Price. Evaluation factors are approximately equal. The contract award will be offered to the best value offer made to the Government, considering, technical acceptance and price. 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders - Commercial Items.
