Description
Department of the Navy, Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Aircraft Division, Bldg. 441, 21983 Bundy Road, Unit 7 Patuxent River, MD has a requirement to purchase a used 140-160 ft. Offshore Supply Vessel (OSV). Description of Procurement: This acquisition is a Small Business set-aside Solicitation number N00421-10-R-1044 in support of NAVAIR's mission, the Atlantic Targets and Marine Operations Division (ATMO) provides land, sea and aerial target services to the Navy and other Department of Defense (DoD) customers. NAVAIR and NAVSEA rely on ATMO's surface vessels to support Test and Evaluation (T&E) and Fleet Training along the east coast. ATMO's open-ocean vessels are utilized to support the following operations: Launch and recovery of remote-controlled surface and aerial targets Deployment of surface and underwater sensors/test assets Deployment of explosives to support shock trials and Weapons Effects Tests Dive/salvage operations Open ocean "range" support in the Atlantic Warning Areas REQUIRED CAPABILITIES: The ATMO's will support Research, Development, Test & Evaluation (RDT&E), and FLEET customers at-sea for extended periods of time. The required capabilities are: Launch and Recover BQM-74 Aerial Targets Launch and Recover HSMSTs Launch and Recover Mines Launch and Recover PAX Pontoon Targets Launch and Recover Williams Sled Targets Recover BQM-34 Aerial Targets The Government will be solicitating bids for the purchase of a used Offshore Supply Vessel (OSV), with the following requirements: a. Class: Offshore Supply Vessel (OSV) b. Hull Material: Steel c. Load Line Certificate: Current at time of sale d. Cruise speed Minimum: 10 knots e. Full Fuel Load Draft Maximum: 11 feet (No water ballast) f. Hull Age Between 10 and 20 years g. Length Overall (LOA) Maximum: 160 feet h. Length Overall (LOA) Minimum: 140 feet i. Number of berths Minimum: 14 berths j. Aft Deck Space Minimum: 1900 sq ft k. Engine Power: Diesel l. "Out of Water" documented survey of hull and machinery: in the past 3 years m. Aft Helm Station Installed n. Bow thruster Installed ELIGIBILITY: The applicable NAICS code for this requirement is 488390. The applicable Product Service Code (PSC) is 1925. Important Notice: According to the FAR 4.11, prospective vendors must be registered in CCR prior to the award of a contract; basic agreement, basic ordering agreement, or blanket purchase agreement. According to FAR 52.204-7, to register in CCR, a firm must have a Data Universal Numbering System (DUNS) number. The DUNS Number is assigned by Dun & Bradstreet, Inc. (D&B) to identify unique business entities. Lack of registration in the CCR database will make an offeror ineligible for award.
