PSC - Sovereign Skies Program Coordinator, Santo Domingo, Domincan Republic ISSUANCE DATE: 04/27/2010 CLOSING DATE: 05/30/2010 SOLICITATION NUMBER: PSC-10-038 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking applications (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position will be located in the Narcotics Affairs Section (NAS), U.S. Embassy Santo Domingo, Dominican Republic. The position will serve as an advisor to the Government of the Dominican Republic (GODR), the Directorate for Counternarcotics (DCND) and the Dominican Air Force (FAD) to support the Sovereign Skies interdiction program. STATEMENT OF WORK A. Coordinate and manage all aspects of the USG sponsored Sovereign Skies Program in the Dominican Republic. Ensure program is conducted in accordance with U.S. law and agreed policies and procedures. b. Advise the Dominican Air Force (FAD) and other GODR agencies on the project to intercept and interdict drug trafficking aircraft and maritime vessels. Ensure close coordination between the Embassy and GODR agencies. Project includes intelligence, training, operations, and maintenance and logistics. C. Oversee the INL-funded aviation support contractor, which provides training and maintenance support for the FAD and the contractor activities are coordinated with the Embassy and GODR agencies included in the Sovereign Skies Program. D. Ensure that USG-provided commodities are effectively utilized and that there is no fraud, waste, or mismanagement in the program through continuous oversight responsibility and end-use monitoring in the operational area. E. Continuously evaluate and advise the NAS on the performance of Dominican agencies receiving NAS/INL assets and resources in order to recommend improvements to the project. F. Assist in project budget preparation and program planning. G. Brief State Department, Congressional and other visiting officials on the status of the program; assist in developing appropriate itineraries and in escorting official travelers, as directed. MINIMUM QUALIFICATIONS A. U.S. citizen, eligible for a State Department security clearance. b. Bachelor Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). c. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications. d. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3 is required. e. Five years relevant overseas experience in Latin America which should include working with U.S. and foreign nationals and aviation and support programs. f. Experience in managing/planning logistics with U.S. and host nationals. Applicant should have proven experience in coordinating with host country military, police and civilian officials and familiarity with U.S. and Latin American military operations.. g. Physically qualified to live and work in the Dominican Republic and to engage in frequent in-country travel to and within remote locations. REQUIRED SKILLS/ABILITIES a. Experience in Air Force Command and Control, radar programs, air interception, etc. Formal training highly desired. b. Advisory experience with foreign national military. c. Supervisory experience; ability in supervising and integrating diverse groups and activities effectively, projecting proper leadership skills at all times, promoting and maintaining high levels of productivity in the work place, and operating under proper guidelines, applicable laws, and regulations at all times. d. Knowledge of office procedures and report writing. e. Ability to work with minimum supervision under strenuous and challenging conditions. f. Possess clear, concise and formal oral and written communications skills. Supervision received/contract administration: A. The contractor shall work under the supervision of the NAS Director American Embassy, Santo Domingo, Dominican Republic who shall be designated as the Contracting Officer's Representative (COR). B. The COR is authorized to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of contractor's performance under the contract, including preparation of receiving reports and authorization of progress payments, when appropriate. The COR will coordinate all work with the contractor and review Contractor's performance at significant stages of its Development. In no instance, however, shall the COR be authorized to alter and/or modify the specifications or the contract terms and conditions, or waive the government's requirement, price, or other terms and conditions, as it is only the Contracting Officer that can authorize such changes in writing. Guidelines: Guidance is provided from Department and Administration policy and directives and operating procedures regarding U.S. international narcotics control matters. Complexity: The Contractor will advise/assist the GODR and the FAD in all aspects of the air interception and interdiction. Scope and Effects: Assignments or objectives sought may involve extensive analysis and investigation to detect and resolve problems that impact on the efficiency and effectiveness of future international narcotics control operations and programs. Personal Contact: contacts are with all levels of host government personnel, particularly in the FAD and DNCD at the Major to Colonel levels. Purpose of Contacts: The incumbent serves as the NAS liaison with the FAD concerning implementation of the project, and must often employ persuasion, diplomacy and cooperation to achieve and further USG goals. EVALUATION FACTORS FACTOR 1. Superior skill in communicating with foreign military and police forces is required to coordinate divergent views, with USG agencies and host nation interlocutors. (10%) FACTOR 2. Knowledge of Embassy organization and interrelated activities, as well, familiarity with programs, organization and operations of other USG elements involved in the counter-narcotics assistance, including U.S. military, is highly desired. (10%) FACTOR 3. Knowledge of the Dominican police and military systems, the countries political, economic and legal environment, and regional factors affecting the counter-narcotics programs is desirable for analysis and evaluation of the counter-narcotics operations and develop alternative strategies. (25%) FACTOR 4. Skill applying analytical and problem solving methods plus knowledge of police/military systems is required to evaluate programs and recommend appropriate course corrections is required. (15%) FACTOR 5. Skill in oral and written communication is required to prepare and present complex analysis, recommendations, and solutions, including preparation of reporting cables, speeches, proposals, and reports. (20%) FACTOR 6. Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources).
