- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotation (RFQ) for the following:The Human Research Program at the NASA Glenn Research Center requires clinical medicalconsultation to further the work within the Human Research Program. The program wishesto employ the consultant for fifty (50) hours beginning on June 1, 2010 and ending onDecember 1, 2011. The hours shall be on a pro re nata basis and mutually agreed upon byboth GRC and the consultant.Key technical specifications for consultant:1.The individual must hold either a Doctor of Osteopathy (D.O.) or Medical Doctor(M.D.) degree.2.The individual must have a medical license and be actively practicing medicinewithin the State of Ohio.3.To facilitate easy collaboration, the individuals primary practice location mustbe within a 25 mile drive of the NASA Glenn Research Center, 21000 Brookpark Road,Cleveland, OH 441354.Must be fellow of one of the following: American College of Physicians, AmericanCollege of Emergency Physicians, or the American Academy of Family Physicians.5.Must be listed by the American Registry of Diagnostic Medical Sonographers OR beboard certified by the American Board of Radiology in Diagnostic Radiology; thatcertification must have occurred within the past 10 years.6.Must be an author or co-author of a paper published in an archival journal withinthe past 4 years. The paper must describe advances in utilizing either ultrasound orMagnetic Resonance Imaging for emergent patient care.7.Experience working in resource-poor environments is preferred.Specific tasks:1. Advise on clinical issues related to imaging diagnostics 2. Advise on injury associated with abdominal trauma 3. Offerorsare encouraged to use the Standard Form 1449, Solicitation/Contract/Order for CommercialItems form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin. FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. Offerors must include completed copies of the provision at 52.212-3 (AUG 2009), OfferorRepresentations and Certifications - Commercial Items with their offer.
