- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is issued as RFQ (Solicitation) #Q5140100304. The U.S. Department of the Interior, National Park Service, Blue Ridge Parkway, located in Asheville, NC has a requirement for split wood rails. This solicitation is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 321113 (Sawmills) and the size standard is 500 employees. The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. ABBREVIATED STATEMENT OF WORK - Split wood rails for the construction of wooden rail fences. SPECIFICATIONS FOR SPLIT RAILS - The requested rails are to be split wood rails (preferably hand split, mechanical is accepted but sawn will not be accepted). The rails must have a rustic hand split appearance. The ends of the rails must be full size, no tapered ends are acceptable. Rails suitable for stack rail fence or post and peg rail fence are the only rails that are acceptable. Ends of rails must meet minimum size requirements. The rail ends will preferably be triangular in shape. One end may be no smaller than 8.25 inches total diameter measurement. (Three sides of at least 2.75 inches each) The large end of the rail should be no smaller than 12 inches total diameter measurement. (Three sides of at least 4 inches each) The total length of each rail must be at least 11 feet from end to end measurement. Longer length rails are acceptable but nothing less than 11 feet in length will be accepted. Any rails that do not meet the size requirements or have visible defects such as broken or rotted areas will be returned to the vendor for replacement or not accepted if seen at the time of delivery. Replacement rails will be required for those unacceptable rails. ACCEPTABLE SPECIES OF WOOD - At least two species of wood will be considered acceptable for rail makeup but all rails supplied must be of one of the two acceptable species. Not mixing of wood species in the order will be acceptable. "Rails of Poplar - Poplar rails that have been treated with a non toxic wood preservative are acceptable. The preservation treatment will be pressure treated. Treatment concentration should be treatment to refusal."Rails of Black Locust - These rails would not require any preservation application since they are naturally insect resistant. This acquisition consists of three line items. Unit of issue is EA. Unit prices quoted shall be for each item and include delivery costs to each location. DELIVERY DATE: 30 Days ARO(After receipt of Order) Split rails will need to be delivered to three different locations on the Blue Ridge Parkway. Locations and Driving directions are given for determining delivery costs. BIG ISLAND VIRGINA (JAMES RIVER MAINTENANCE AREA): Driving Directions:From Interstate 81, travel east on Route 60 (Exit 188) toward Buena Vista.In Buena Vista, follow the signs for Route 501 south toward Lynchburg.Travel approximately 20 miles, staying on Route 501. At the intersection of Route 501 and the Blue Ridge Parkway, access the Parkway ramp. Travel south on the Blue Ridge Parkway for approximately 3 miles. Turn left at the sign for James River Maintenance Area. Maintenance area is the fenced compound on the right FLOYD VIRGINIA (ROCKY KNOB MAINTENANCE AREA) Driving Directions:From Interstate 81, travel east on Route 8 (Exit 108) toward the town of Floyd for approximately 27 miles. Continue east through the town of Floyd on Route 8 for another approximate 8 miles to the intersection of Route 8 and the Blue Ridge Parkway. At the Blue Ridge Parkway ramp, access the Parkway, access the Parkway and travel south for approximately 1 mile to the Rocky Knob area. (signs are posted) Turn right onto the access road at Rocky Knob and continue approximately mile to the Rocky Knob Maintenance Area. (fenced compound) LAUREL SPRINGS NORTH CAROLINA (BLUFFS MAINTENANCE AREA) Driving Directions:From I-77 South from WVA toward District Office:Intersection US Route 21 in Wytheville, VA follow signs through town on US 21 Independence, VA., this about 30 miles. Follow signs for US 21 south to the intersection on NC 18, approximately 18 miles. Take NC 18 south towards Sparta, NC and follow signs to Wilkesboro, NC, there is a bypass just inside the Sparta town line. Follow NC 18 for roughly 15 miles to the intersections of the Blue Ridge Parkway, this section has sharp curves. Take access ramp on the left and stay in the left lane (which means you will have to travel in the wrong lane). Large rigs cannot make the turns at the of the ramps due to the turning radius. Continue north on the Parkway for roughly 2.25 miles to the access road on the left (at District Office sign). Alternate Route: Form I-77 south, take US Route 58/221 at the intersection for Hillsville, Independence and Galax VA. Follow routes US 58/221 towards Galax/Independence approximately 25 miles, then continue through Independence for an additional 13 miles to the intersection of county Route 93 towards Piney Creek, NC roughly 2 miles. Continue on straight on county Route 93 turn left and NC 113 begins. Staying on NC 113 for 10 miles to intersection of NC 18, at the stop sign turn right and continue on NC 18 for 2 miles to the intersection of the Parkway. The alternate route is less congested and curves are not as tight, however the mileage is greater, by 10 to 15 miles. If by chance county route 93 is missed and the driver cannot turn around, then continue west on US 58 to Mouth of Wilson, VA and pick up route 16 south, just 2 miles from the route 93 intersection. Follow route 16 to the intersection of US 221 just outside of Jefferson, NC, 16 miles, then follow US 221 back to NC 113 roughly 11 miles.
