- This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services in support of projects located in Al Udeid, Qatar. The project is described as Entry Control Point (ECP) Gate 2. The solicitation consists of the following: (1) Provide Force Protection Measures to include drop arms, pop ups, tiger teeth shredder, control gate, 3 cable guard rail, placing Government Furnished Texas barriers, placing and filling Government Furnished Hesco barriers. (2) Design/Construct all site work to include utilities, demolition of pavement, electrical, and associated work outlined in the solicitation documents. (3) Construct 128 SM Holding Facility for fifty to sixty transient personnel and (4) Extend the depth of the existing inspection trenches, add stairs at the end of each trench, upgrade trench and ceiling light fixtures, add two vehicle gates; (5) Construct additional 3 cable guard rail; (6) Construct additional raised curb, and (7) Provide and install additional drop arms, loop detectors and speed hump. Line item nos. 3 thru 7 above is considered optional items. The performance period for this project is 300 days from Notice to Proceed (NTP). The magnitude of this construction project is between $1,000,000 and $5,000,000. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers or vendors. The solicitation will not be available over the internet. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon Lowest Priced Technically Acceptable (LPTA) proposal. The evaluation will include both Non-Price and Price factors. The Request for Proposal will contain complete evaluation criteria. The acquisition will result in a single firm fixed price construction contract awarded based on LPTA determination. Acquisition Time Line: The RFP will be issued on or about May 12, 2010. A Site Visit will be conducted and information on the date and time of the site visit will be conveyed in the RFP. Attendance is not mandatory. Access requirements to the site will be stated in the RFP. Offerors interested in receiving this solicitation should submit the request electronically to Robyn Ratchford and Lori L.
