- Description
- The U.S. Department of Commerce, Census Bureau intends to negotiate on a sole source basis with Mr. George Boerckel for computer programming support services needed for the 2007 Economic Census and Annual Survey of Manufacturers. This requirement is being advertised under Other Than Full and open Competition by the authority of the Federal Acquisition Regulation Part 6, Subparts 6.301 and 6.302. An expert contractor is needed to assist EPCD analysts and ESMPD programmers in the design, configuration, development and deployment of Macro Analytical Review System (MARS), the Dissemination Metadata User Interface (DMUI) and various tabulation programs related to the 2007Economic census and the Annual Survey of Manufactures. The contractor shall provide expert information on all aspects of developing software applications using SAS and Oracle on a Linux Blade environment. In addition, the contractor shall be asked to provide guidance on programming efficiencies, data modeling, system configuration, application deployment, and answer questions about specific questions regarding the processing of Economic Census data and the Annual Survey of Manufactures. The period of performance is Date of Award through March 31, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau's needs. This notice is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Mr. George Boerckel without further notice.
