Description
* THIS PROJECT HAS BEEN CANCELLED IN IT'S ENTIRETY. * AMMENDMENT - Change in BOLD font. RECOVERY - This is a sources sought announcement. This procurement is pursuant to NAICS Code 236220, Commercial and Institutional Building Construction, with a $33.5 million threshold, and with NAICS Code 541310, Architectural Services, with a $4.5 million threshold, to include all subsidiaries and any parent company. This project will be led by the general contractor. The General Services Administration (GSA), Public Buildings Service (PBS) is seeking competent and qualified General Contractor capable of leading the Architectural and Engineering design phase and construction phase to provide a Design-Build (DB) contract for Building 48 on the Denver Federal Center campus, Lakewood, Colorado. The design and construction will be a state of the art facility utilizing renewable energy, efficient technology practices and green construction methods - all in an effort to achieve a NetZero Energy Building. It is the intent of GSA to partner with the Department of Energy's National Renewal Energy Laboratories (NREL) as a technical consultant. Using technologies, the GSA plans to achieve NetZero and the highest classifications in: Leadership in Energy and Environmental Design's (LEED® Platinum Plus); Energy Star Certifications; exceed the current American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE) 90.1-2007/62.1-2007/52.2-1999 standards by 50%; and the incorporation and use of sustainable building materials and environmental practices. NOTE: THIS PROJECT IS SUBJECT TO THE AVAILABILTY OF FUNDING. The purpose of this Sources Sought notice is to determine the appropriate level of competition in the marketplace, including Small Business Competitiveness Demonstration Program, in accordance with FAR 19.10. Information received in response to this notice will be used to make a determination regarding the use of full and open competition or to set aside the procurement as an 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOB) or Small Business. No solicitation exists at this time; therefore, please do not request a copy. If a synopsis or solicitation is released it will be posted in FedBizOpps at www.fbo.gov. It is the potential offeror's responsibility to monitor this website for any postings resulting from this Sources Sought. Should a procurement action arise from this Sources Sought notice, the resulting procurement(s) will be conducted under the American Recovery and Reinvestment Act and will be subject to unprecedented levels of transparency and accountability. Special contract terms and conditions will be implemented to accurately track, monitor, and report on taxpayer funds. This may include special Buy American Act requirements, additional contractor reporting requirements, and expanded Government Accountability Office (GAO) and Office of Inspector General (IG) access to contractor records. Architectural and Engineering companies capable of performing as a prime contractor that meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information. 1. Name, address, business size, and annual revenue for the past 3 years. 2. Company status: 8(a), HUBZone, SDVOSB, SB or Other than Small Business 3. Affiliate information: parent company, joint venture partners, and potential teaming partners. 4. Proof of satisfactory past performance on similar in size and scope projects exceeding $40 million in value. Past performance must be within the last five years. Include contract numbers, project titles, contract value, points of contact with phone numbers and a statement to why the project is relevant to this sources sought notice. 5. Statement that prime contractor would be capable of designing and constructing a facility similar in size and scope. 6. Provide examples of at least three (3) past projects exceeding $40 million in value that were performed on large commercial or Federal buildings. 7. Demonstrate adequate financial resources to perform the contract or ability to obtain them. 8. State maximum bonding level per contract and aggregate. 9. Experience in managing and coordinating subcontractors necessary to complete contractual requirements of commercial or Federal projects exceeding $40 million in value. This should include qualified architects, engineers, project managers and superintendents with proven experience on similar projects. 10. Ability to provide or obtain all necessary construction and technical equipment. 11. Knowledge of and past experience with Government construction regulations, OSHA safety standards, and LEED standards. 12. A positive statement of your intention to propose as a prime contractor on any solicitations that may be released as a result of this sources sought notice. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-12) as stated above. All responses shall be submitted to Laura Magee at laura.magee@gsa.gov no later than 2:00 PM, MST, April 20, 2010. Please reference "RECOVERY - NETZERO Building 48, Notice Number GS-08P-10-NetZero" in any response. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's determination will be made regarding the use of full and open competition or to set aside the procurement as an 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOB) or Small Business; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
