- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The solicitation is a Request for Quote (RFQ) number W53W9LCIRCUIT1, Closed Circuit Recording System, in accordance with FAR 52.219-6, this requirement is 100% Set Aside for Small Business concerns. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. The Standard Industrial Class is 9224; NAICS is 334519; Small Business Standard is 500 employees: Any resultant contract shall be Firm-Fixed Price, and one award is anticipated. IAW FAR 52.247-34, shipping is FOB Destination; Inspection and Acceptance is at Destination, Crane Army Ammunition Activity Receiving Bldg 148, Crane, IN 47522. A technical evaluation shall be required in order to evaluate contractors quote, and or to evaluate any exceptions to salient characteristics. Line item 001: Contractor shall provide a quantity of (12) (ea), Flame Detector, Detronics model 009532-003 or equal; Line 002: (12)(ea), Swivel assembly, Detronics model 007290-002 or equal; Line 003: (6)(ea) Video monitor; Extreme CCTV model EX75-1313 or equal; Line 004: (1)(ea) Digital video recorder, 16 channel, Verex model VeDVR1016 or equal. Salient Characteristics: Contractor shall provide equipment above with minimum salient characteristics; suitable for use in Class 1, Div 2 occupancy; Ultra high speed light detection technology for visible, infrared, and ultraviolet wavelengths, Solid state electronics; LCD or LED monitors. Line 005: All Additional system integration components that cannot be listed, including various cables, adaptors, signal amplifiers, and mounting brackets, required to make all components above work together, including all system integration design, and additional small components as needed, shall be included under this line item if applicable. Intended Use: Monitor and record manufacturing operations. A site visit is encouraged. Required Delivery is 90 days ARO. Evaluation/Award: The Government will award a purchase order to the offeror whose price is judged to represent the best value to the government. Evaluation criteria is as follows; Lowest Price Technically Acceptable. If other than brand name is offered, sufficient literature must be submitted in order to determine technical acceptability. The Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS, TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS, ACKNOWLEDGES DFARS 252.232-7003, Electronic submission of Payment Requests, PAYMENT TERMS ARE VIA WIDE AREA WORKFLOW, (WAWF), AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate quantity, unit price and total amount of each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. Shipment must include an original invoice, packing slip. The following FAR clauses and provisions apply to this acquisition: Offerors must comply with the following commercial item terms and conditions: FAR 52.212-2 INSTRUCTIONS TO OFFERORS: Commercial, applies to this acquisition. Evaluation will be made in accordance with FAR 52.212-2, Evaluation of Commercial Items,; Evaluation criteria are price, brand name or equal compliance, Buy American Act Certificate; including remaining solicitation certification requirements including FOB Destination delivery terms. Contractor must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. All FAR and DFARS clauses and provisions necessary to submit an offer (52.212-3, 252.212-7000) may be accessed at: http://www.aqnet.gov/far or http://farsite.hill.af.mil/, https://www.bpn.gov/.
