- Statement of Work This is a notice of intent to award a sole source contract for Advisory & Assistance Services (A&AS) support and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with TASC, INC., 100 Brickstone Square, Andover, MA 01810-1428 a large business, to provide uninterrupted A&AS support to the Airborne Laser Program Office (MDA/AL). The MDA/AL A&AS Statement of Work (SOW), upon which the forecasted work is based, is attached to this announcement. For contracting issues contact Ms. Audrey Guerra-Garcia, or Capt. Verbal requests for a copy of the solicitation will not be honored. In your letter request, reference the solicitation number HQ0277-10-R-0001, and state if you are a large or small business and the type of business of your company. BACKGROUND: The Airborne Laser Test Bed (ALTB), managed by MDA/AL, is a high energy laser system integrated on a Boeing 747. The Government intends to solicit and negotiate with only one source for the proposed action under the authority of FAR 6.302-1. The Government anticipates the contractor currently performing the effort will be the only responsible source. A Cost Plus Fixed Fee (CPFF) contract is anticipated for the effort. The anticipated period of performance is a 3-month basic period with three/3-month options to continue existing technical and programmatic support. The effort will provide support and continuity within the ABL organization to include some or all of the following: (1) Engineering Support, (2) Quality and Safety Support, (3) Test Support, (4) Administrative Support, (5) Personnel Support, (6) Information Technology and Information Assurance Support, (7) Security Support, and (8) Airborne Sensor Support. This action is a follow-on to the current MDA/AL A&AS support contract that expires 30 June 2010. The facility clearance and safeguarding is TOP SECRET. The contractor will require access to militarily critical technology data, which is controlled under the Export Control Act. Foreign owned/foreign controlled firms and foreign nationals are precluded as a prime contractor for this effort.
