- On behalf of Headquarters, Department of the Army (HQDA), the National Capital Region Contracting Center (NCRCC) is releasing a commercial solicitation for High-Quality Strategic Information Capabilities within the Army. The requirement entails a study to develop an effective and implementable approach to enhancing the Armys strategic information capabilities. The scope of this acquisition requires developing the concept of strategic information capabilities within the Army, based on empirical data such as: literature review, interviews, questionnaires, and Army reports. Empirical data will be analyzed to distill findings and exemplars of effective strategic information capabilities. The following questions shall be answered during the study process: 1. How should the concept of strategic information capabilities be defined in the context of the Army? 2. What data collection techniques would be most effective and efficient in obtaining the data and evidence necessary for data analysis? 3. What are the main facilitating mechanisms to enhance the Armys strategic information capabilities? A write up on study findings, opposing views, best practices, templates, and lessons learned shall be detailed in a final report. This will be a commercial services acquisition conducted under FAR Part 12. The solicitation will be published in Fedbizopps within the next week. The Government will not respond to individual requests for copies of the solicitation potential offerors are responsible for downloading the solicitation. The solicitation will provide instructions for quote submission, quote due date and procedures for submitting questions about the solicitation. In addition, the Government will not respond to questions concerning this synopsis. This solicitation is intended for small businesses only. Please do not respond to this solicitation unless your company is currently (as of synopsis post date) categorized as a small business within Central Contractor Registration (CCR). All quotes received from non-small business companies will not be considered for contract award.
