Description
This is a combined synopsis/solicitation for the purchase of commercial items, prepared in accordance with the format in FAR Subpart 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation reference number is VA-262-10-RQ-0271; this solicitation is a Request for Quotations (RFQ). This requirement is Set-aside for Small Business with a NAICS code of 221310 and a corresponding size standard of $7.0 million. The Product Service Code (PSC) is J046. This solicitation will result in a firm fixed-price contract. The intent of this contract is to furnish all necessary labor, material, parts and transportation in order to perform a variety of services at the participating VA medical facilities within Veterans Integrated Service Network (VISN) 22 for the period of a 12-month base year with the Government's option to extend services for four (4) 1-year option periods. Services under this full service contract include, but are not limited to: a. Monthly preventive maintenance inspections (PMI's) and intervening service calls for Government-owned Reverse Osmosis Water Systems. b. Regeneration for Government-owned Soft Water Tanks. c. Rental and maintenance of hot & cold water softener units. d. Rental and exchange of Deionized Water Tanks. Normal service requirements consist of monthly scheduled preventive maintenance inspections, to be accomplished in accordance with the specifications, as well as any applicable manufacturer's instructions. Normal service requirements will also include all necessary intervening service calls required between inspections to replace any worn or defective parts needed due to equipment failure. Normal service will not include service calls required to replace parts required as a result of accident, abuse or negligence by other than the Contractor or his representative. Those services will be billed under a separate, pre-authorized Purchase Order. Contract cost will include, but not be limited to, the furnishing of all necessary labor, materials, parts, tools, equipment, transportation and shipping expenses to thoroughly inspect, make adjustments, effect repair, replace parts, test for operating efficiency and other such items in accordance with the terms, conditions, provisions and specifications contained herein. Vendors must be actively registered with the Central Contractor Registration (CCR). The CCR website is http://www.ccr.gov. Contractors are required to submit their Dunn and Bradstreet number and TAX ID number with their quote. Quotes shall be transmitted by e-mail to georgia.scott@va.gov no later than April 22, 2010, 4:00 p.m. EST. Offers from all qualified, capable, and responsible sources will be considered.
