Description
This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved as this is a follow-on order to a competitive initial order (FAR 8.405-6(b)(2) or 16.505(b)(2)(iii). Project Purpose The purpose of this pre-dredge sampling and analysis effort is to confirm the suitability of sediment to be dredged from the Oakland Inner Harbor Brooklyn Basin South Channel for upland placement, unconfined aquatic disposal at the San Francisco Deep Ocean Disposal Site (SFDODS) and at the SF-11 in-Bay site. The Hamilton Wetland Restoration Project (HWRP) acceptance criteria will be used to evaluate the suitability for upland placement. This pre-dredge sampling and analysis must be conducted according to the procedures and requirements in the Oakland Inner Harbor Brooklyn Basin South Channel, 2010 Maintenance Dredging, Sampling and Analysis Plan (SAP) (USACE, March 2010), found in Appendix A of this SOW. This SAP references the Master Sampling and Analysis Plan, USACE SF-District, O&M Dredging (USACE 2004), found in Appendix B of this SOW. Project Description The contractor will plan, order supplies, schedule equipment and staff, and acquire needed site-specific information to conduct this sampling and analysis effort and shall provide an evaluation of the results. As described in the Appendix A SAP, this effort involves collecting cores at 52 locations. Enough material shall be collected in order to conduct physical and chemical analysis of each core and then follow that up with physical, chemical and biological analysis of composites made from these cores. For planning purposes, assume that each composite shall be made up from no less than 4 core locations. The core locations are depicted in the SAP and the coordinates for the target core locations shall be provided by the US Army Corps of Engineers (USACE). The required sampling method is described in the SAP. A portion of each core shall be frozen for future analysis and this is not to be confused with the sample archival procedures specified in the Master SAP. Each of the 52 discrete samples shall be analyzed for physical and chemical parameters. A preliminary report shall be prepared and submitted to convey this information. The USACE will coordinate with regulatory agencies to develop the compositing scheme to be employed. This first effort is time critical since biological analysis must begin within 8 weeks of the sample collection date. Next the cores shall be composited and the full physical/chemical/biological analysis that is required by the SAP shall be conducted. For estimating purposes, assume that there will be 12 composites to analyze. Since dredge material from this channel may be beneficially reused at the HWRP, this current effort shall include analysis and evaluation based upon the requirements of the US Fish and Wildlife Service (USFWS) HWRP Biological Opinion (BO). The HWRP BO constituents that are not in the Master SAP or have lower reporting limits than the Master SAP are identified in the Appendix A SAP. All reporting limits must be achieved. All samples shall be handled and shipped according to the methods described in the Master SAP. OPTION 1. Without the availability of geotechnical information on the types of materials that are expected to be encountered from Station 93+100 to 112+00, the Contractor may encounter refusal above the proposed design depth and testing of the material that is required. The Government may exercise this option mobilize a drill core barge to perform sampling in Merritt Sands. OPTION 2. To expedite the schedule due to eventual issues with EIS/EIR preparation, the Government may exercise the option for the A/E to prepare for a 7-day TAT
