- COMBINED SYNOPSIS/SOLICITATIONProcurement Support Services in Support of the MCIEAST Contracting Office, Camp Lejeune, NC Solicitation # M67001-10-Q-0128This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M67001-10-Q-0128 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This solicitation is a 100% small business set-aside. The associated NAICS code is 541611 and the small business size standard is $7.0 million. This procurement is being conducted under FAR 13 Simplified Acquisition Procedures. This acquisition is to acquire the services of one qualified person to provide procurement support services in support of on going requirements for MCIEAST Contracting Officer for contract administration and close out. Please see the Statement of Work (SOW) and correlating enclosures for a complete description of the requirement. Line Item 0001Requirement: Procurement Support ServicesQty: 2,087 hrs. NTE (Not To Exceed)Description: Provide Procurement Support Services in accordance with the Statement of Work. SEE THE ATTACHED SOW FOR COMPLETE DESCRIPTION OF THE REQUIREMENT. The Contractor shall work a minimum of 16 hours per week, up to a maximum of 40 hours per week. The workload will dictate work schedule. Hours worked per week shall be identified by the Contracting Officer Representative (COR) in advance, at the end of each work week. WAGE RATE DETERMINATION (a) Offerors are advised that this procurement is subject to the requirements of the Service Contract Act of 1965.(b) The Contractor agrees to furnish the Contracting Officer a copy of any collective bargaining agreement applicable to employees performing under this contract.(c) The labor category and wage rate that is applicable to this requirement is:Occupational Title(s) and hourly rate: _01113, General Clerk III, $ 14.06 / hr._Salaries paid to employees must be in compliance with this labor category and wage determination or collective bargaining agreement.(d) Wage Determination No. _2005-2393, Rev 10__ dated __9 Mar 10__ is applicable. The Government anticipates award of a Firm Fixed Price contract. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quotes shall include the following: (1) Price (all pricing quoted shall be FOB Destination). (2) Confirmation of the offeror's ability to meet the required Period of Performance (POP) dates (3) Past Performance: provide three past performance references (not more than 3 years old). Past performance references shall be similar to this requirement in scope and size. Include POC, contract number, period of performance, and contract amount. The basis for award is best value. "Best value" means the expected outcome of the acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. Pursuant to FAR 13.106-1 (a) (2), the criteria for evaluation are: (1) Price; (2) Ability to meet the required Period of Performance (POP) dates; and (3) Past Performance.
