- This procurement is a small business set aside. The Centers for Disease Control and Prevention (CDC), Agencies of Toxic and Substance Division Registry, Divisions of Health Studies in Atlanta, GA contemplates awarding a cost plus fixed fee contract to examine the hydrogeology of the project area to evaluate relationships between present and past PV case residences in the cluster area and the sources of potable water (publicly owned water supplies, privately owned water supplies and the aquifers that supply private residential wells) used in these areas, estimate the current and past exposures of study area residents to specific air pollutants from local and regional sources, and address the informational needs of the community and establish regular lines of communication with the Community Action Committee on issues related to the project. The proposed NAICS code for this requirement is 541620. The scope of work will be: (1.) Cluster area hydrogeology and sources of potable water. This work will include a comprehensive review of existing studies, data and other information on the hydrogeology of the cluster area; identification of current and past sources of municipal and private drinking water throughout the cluster area, and the relationship of common drinking water sources to PV patient-occupied residences; evaluation of available water testing data to assess the quality of drinking water in the cluster area at the present time, and when possible, during specific time periods in the past (back to 1950) to determine whether specific contaminants are/were present in water supplies used in cluster areas; and field testing such as core sampling, tracer studies, and water analysis to fill gaps identified in the above work. (2.) Air Pollution Exposure Assessment. This work will evaluate the present and past exposures of cluster-area residents to specific air pollutants from local and regional sources. Specific tasks include identification and characterization of air pollution sources, atmospheric dispersion modeling and analyses, air pollutant monitoring, and recommendations for supplemental work needed to fill gaps identified in the review. (3.) Communications with Community Representatives. This effort will require working closely with the local communities, and addressing their informational needs by establishing regular lines of communication with the Community Action Committee (CAC) on issues related to the project. The period of performance shall be 24 months from the contract award date. Solicitation 2010-N-12087 will be available on or about May 13, 2010, through the Federal Business Opportunities website at http://www.fedbizopps.gov. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. No bidder's list will be maintained. Notifications will not be sent to offerors regarding the issuance of the solicitation nor any of its amendments. It is the offerors' responsibility to monitor the FedBizOpps for release of this acquisition and any amendments.
