Description
The Federal Aviation Administration has a continuing requirement for complete airframe and minor on-airframe engine maintenance of their vintage DC-3 Aircraft, tail number N-34 to include; off season hangar storage, and annual aircraft inspection and certifications as required by Federal Aviation Regulations (FARs), airframe maintenance excluding the engines consisting of overhaul/repair in support of aircraft operating in various locations throughout the United States and Canada. Preventative maintenance will be performed by FAA personnel or by third party contractors. The FAA contemplates award of a Indefinite Delivery/Requirements type contract with time and material, firm fixed price and cost reimbursable material elements per contract period resulting from this Screening Information Request with a Base Year plus four (4) Option Year periods (if exercised). The period of performance for the base year is anticipated to begin 06/30/2010. This requirement is 100% set-aside for small business concerns. The principle North American Industry Classification System (NAICS) code for this effort is 488190, Other Support Activities for Air Transportation, with a size standard of $7M. When responding to this Screening Information Request/Request For Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost/price proposal in accordance with instructions provided in the Screening Information Request (SIR) Section L. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of John Hawk, Contract Specialist (AMQ-310), via e-mail at john.hawk@faa.gov FAX number 405-954-3030. Technical and cost/price proposals are due no later than 3:00 p.m. local time (Central Time Zone), June 1st, 2010 and must be submitted to FAA, Customer Service Desk (AMQ-100), Physical Address: 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Mailing Address: P.O. Box 25082, Oklahoma City, Oklahoma 73125. The proposal must be sealed and labeled as follows: SIR/RFO DTFAAC-10-R-003408, due 3:00 p.m. CT, June 1st, 2010. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
