Description
The VA Medical Center located at 1540 Spring Valley Drive, Huntington, West Virginia, has a construction requirement for Project No. 581-10-113, Site Preparation for OR Booms. Contractor shall furnish all labor, materials, tools, equipment, and necessary supervision to complete project. Work includes, but is not limited to, minor demolition, architectural, electrical, plumbing consisting of medical gases, and certain other items as indicated. Contractor will be installing Government owned OR booms. North American Industrial Classification Standard (NAICS) code assigned to this project is 236220 with a small business size standard of $33.5 million. The estimated cost range for this project is $100,000 to $250,000. THIS PROCUREMENT IS 100% SET ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONTRACTORS. NOTE: No less than 15% of the LABOR required for completion of this project must be provided by employees on the SDVOSBs payroll. The number of employees must be reflected correctly in the CCR and Dun and Bradstreet report. The SDVOSB program was not established to be used as a store front or on a pass through basis. The SDVOSB owner must work full time for and run the day to day business operation and maintain 100% decision making authority. The Contracting Officer will perform a thorough review of the SDVOSB contractors business status prior to award, any inconsistencies or failure to have the proper certifications may result in disqualification. The SDVOB must be registered and verified in the following websites: www.vip.vetbiz.gov www.ccr.gov https://orca.bpn.gov and https://vets100.vets.dol.gov/ to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. Bidders must ensure their registrations are updated, correct, and have not expired. Only one pre-bid site visit will be conducted. Do not call the VA Medical Center Huntington and request an alternate date or time. Pre Bid Site Visit will be on May 22, 2010 (Saturday) 9:00 AM ET at Bldg TR-4, Engineering. Contractors attending the prebid site visit will be required to wear protective clothing provided by the VA while inside the OR suites. Bond information: A 20% Bid bond must be submitted with bid. Performance bond and payment bond will be required from the contractor receiving award. This solicitation will be posted on or about May 13, 2010 at the Federal Business Opportunities (Fedbizopps) website www.fedbizopps.gov Paper solicitations will not be issued, contractors must obtain solicitation, drawings, and amendments (if issued) from this website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time for bid opening. Bids are due no later than 1 pm CT on June 11, 2010 at the Department of Veterans Affairs, VISN 9 Acquisition Service Center, 1639 Medical Center Parkway, 4th Floor Room 401, Murfreesboro, Tennessee 37129. NOTE: Bids should not be sent to the VAMC Huntington, WV. Award is subject to the availability of funds. CONTRACTORS MUST SUBMIT JOINT VENTURE AGREEMENTS WITH THEIR BID. CONTRACTORS ARE NOT ALLOWED SUBMIT MORE THAN THREE BIDS IN A TWO YEAR PERIOD UNDER THE NAME OF THEIR JOINT VENTURE.
