Description
Request for Information (RFI) to support the US Army Combat Readiness Center (USACRC) in the development of the Army Safety Management Information System (ASMIS-R) and its associated core systems. INTRODUCTION The US Army Combat Readiness Center (USACRC), is seeking qualified contractors to support the research and development of Information Technology programs to support the Army Safety Management Information System Revised (ASMIS-R) The USACRC intends to structure future contracts to align with the organizations strategic goals and objectives. This potential contract would support the development of all ASMIS-R developmental work. Superior performance on the contractors part will directly and indirectly link to superior USACRC mission accomplishment through the effective and efficient use of information technology. The USACRC/contractor partnership will reflect the attributes of an open, collaborative, and customer-oriented professional relationship. BACKGROUND The fundamental purpose of this effort would be to support the U.S. Army Combat Readiness Center, Army Safety Management Information System Revised (ASMIS-R) and the development of the associated core systems of ASMIS-R consisting of; Report It, Analyze It, Track It and Prevent It. The Army Safety Management Information System Revised (ASMIS-R) is a regulated core system containing approximately 35 years of incident information data. The modernization of ASMIS-R will support both Army transformation and the Department of the Armys Safety and Occupational Health (SOH) standards through a proactive Composite Risk Management (CRM) approach. This approach takes a more holistic view of the Army and its resources, weather active duty, reserve, civilian, or contractor. The modernization goal is to create a single Army (SOH) information reporting system that collects, compiles, tracks, abates, analyzes, and reports accidents, incidents, injury or illness data on solders, civilians, and contractors across the Department of the Army. The USACRC has established the following objectives for this effort; 1. Provide consolidated automated solutions to accommodate all Army reportable event types and classes for military (aviation and ground), civilian, and contractor events. 2. Standardize reporting processes, by eliminating multiple systems and the costs associated. 3. Provide automated reporting solutions to Commands that currently use no event reporting systems, increase proportion of events reported. 4. Improve ease of use to universally increase proportion of events reported, ensure visibility, availability of injury and illness event data to local commands, and HQDA organizations. 5. Facilitate timely incident information reporting. 6. Improve data input to capture complete and accurate incident data. 7. Assist in accurately identifying injury and illness trends as well as safety, occupational health, and environmental hazards trends. 8. Help decision-makers effectively identify and control key causes and cost of preventable events.
