Description
DEPARTMENT OF VETERANS AFFAIRS (VA)SEEKS EXPRESSIONS OF INTEREST FOR A THIRTY (30) TO FORTY (40) ACRE LAND PARCEL FOR THE CONSTRUCTION OF A LEASED OUTPATIENT CLINIC IN WINSTON SALEM, NORTH CAROLINA REQUIREMENT: The VA is seeking expressions of interest from fee title property owners, or their duly authorized representatives, in the Winston-Salem, NC metropolitan area, willing to execute an assignable option to purchase a site, or an assemblage of sites, or to obtain a donated site, containing between thirty(30) and forty (40) acres of land capable of accommodating a two or three story (280,000) net usable square foot building with approximately 2,240 parking spaces and sufficient area to accommodate land use requirements. The expressions of interest are for the site only. Upon selection of the site and execution of the assignable purchase option, VA will conduct a procurement to select a developer. VA will assign the purchase option to the developer to purchase the optioned site, and the developer will then construct and lease back to the VA a medical office building for up to 20 years. The offered site must be located in the following delineated area: "Properties within the following boundaries will be considered: from the intersection of High Point Road and S Holden Road north to N Holden Road north to Joseph M. Bryan Blvd west to Route 68 south to W Market Street west to E Mountain Street west to W Mountain Street west to Old Hollow Road north to Germanton Road south to E Hanes Mill Road west to W Hanes Mill Road west to Bethania Station Road south to Becks Church Rd west to Murray Road NW south to Shattalon Drive west to Reynolda Road north to Transou Road south to Skylark Road west to Vienna Dozier Road south to Yadkinville Road east to Olivet Church Road south to Robinhood Road east to Meadowlark Drive south to Country Club Road west to Styers Ferry Road south to Lewisville Clemmons Road south to Clemmons Road east to S Stratford Road east to W Clemmonsville Road east to Old Salisbury Road north to W Clemmonsville Road east to S Main Street south to Barnes Road north to Old Lexington Road SE north to Teague Road east to Thomasville Road south to Union Cross Road east to Routhe 311 south to Eastchester Drive north to Wendover Ave W north to Piedmont Parkway east to Hilltop Road east to High Point Rd north to S Holden Road. Properties with frontage on major thoroughfares comprising these boundaries will also be considered." The VA reserves the right to amend the delineated area and/or site requirements. EXPRESSIONS OF INTEREST: Brokers and/or agents may represent the site owner, but sites submitted by brokers/agents must be accompanied by written evidence that they are authorized to represent the ownership of the site. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING INFORMATION, AS KNOWN OR AVAILABLE. PLEASE NOTE THAT TIME IS OF THE ESSENCE SO PLEASE PROVIDE AS MUCH INFORMATION AS POSSIBLE TO ENABLE VA TO EVALUATE YOUR SITE(S). VA RESERVES THE RIGHT TO ELIMINATE A SITE THAT FAILS TO PROVIDE SUFFICIENT INFORMATION. 1. Site location, address, legal description and current and/or proposed zoning designation. 2. Size of parcel and amount (or range) of usable acreage offered. 3. Site plan, survey and/or plat map of the site indicating the location of the parcel offered. Site plan should include location of utilities, any easements (above and below ground), adjacent roads, and/or other encumbrances affecting the potential development of the parcel. Include any grading, drainage or sewer plans that have been or will be completed in the future. 4. Access to site from major transportation routes and public transportation routes. 5. Site aerials/renderings photos, graphics, and location map. 6. Describe any future development affecting the site including neighboring projects and road/public utility line construction. 7. Specific information on site ownership and any known title issues, defects, deed restrictions and encumbrances. 8. Describe methods to be used for dealing with storm water run-off (on-site retention basin, storm water drainage system, use of shared storm water retention.) PLEASE PROVIDE BRIEF EXPLANATIONS/CLARIFICATIONS TO THE FOLLOWING ISSUES. 1. The availability of utilities to the site including water, sewer, gas, electric and fiber optics. 2. Confirm the site has proper zoning for an outpatient clinic. Clarify if any zoning changes, variances, or special exceptions are required for an outpatient clinic including the estimated period of time necessary to complete such entitlement process. Clarify any known municipal obligations with the site (bonds, street improvements, development fees, etc.) 3. Describe any environmental issues known to exist on the site and any remediation efforts taken or to-be-taken. Provide copies of any environmental or other assessments. 4. Provide evidence that the site offered is outside the 100 year flood zone. Clarify if the site contains any wetlands as defined or certified by FEMA and/or any wetlands as described by the City or County. 5. Explain any known factors that might prohibit the permitting, construction and/or operation of an outpatient clinic on the site offered. 6. Confirm that ownership currently owns and controls the site. State whether ownership has title to property, is under contract, retains an option to purchase, etc. Offeror and/or firm submitting Expressions of Interest should state its relationship to the site (for example, owner, broker, legal representative, etc.). If Offeror is not the legal owner of the site, please provide documentation from owner that clearly demonstrates authorization to offer the site and compensation received, if any, for your efforts from the owner. The Government will pay no more than fair market value for the site. Also, any persons or firms submitting or considering the submission of a site are encouraged to contact the following with any questions or clarifications regarding this notice including the ability to respond to the information requested in this notice. A market survey of offered properties will be conducted by VA. Interested offerors should submit their sites to Agent for the US Department of Veterans Affairs, by mail or e-mail no later than 5:00 p.m. Eastern on May 6, 2010. VA reserves the right to consider sites offered after this date that are beneficial to the government or reject such sites.
