Description
The Defense Information Systems Agency (DISA) has partnered with the General Services Administration (GSA) to establish new Commercial Satellite Communications (COMSATCOM) Special Item Numbers (SINs) on the Information Technology (IT) Schedule 70 (a GSA Multiple Award Schedule). Two new COMSATCOM SINs were released as part of IT Schedule 70 Refresh #25 (Solicitation Number: FCIS-JB-980001-B) on 9 February 2010: 132-54 for COMSATCOM Transponded Capacity, and 132-55 for COMSATCOM Subscription Services. On 5 April 2010, GSA issued Refresh #26, where the only changes, unless otherwise indicated, were updates to the provisions and clauses from the original solicitation. The COMSATCOM SINs and associated clauses (e.g., Ci-FSS-055 Commercial Satellite Communication (COMSATCOM) Services (Jan 2010)) were not changed in any way by Refresh #26. DISA's intention is to begin acquiring services for DoD organizations under these COMSATCOM SINs once adequate competition is available which is projected to be in 1QFY2011. DoD requirements for COMSATCOM Transponded Capacity, and COMSATCOM Subscription Services will be competed on a task order basis among vendors who have Schedule 70 contracts for these SINs. Vendors who currently do not hold a Schedule 70 contract and vendors who do hold a Schedule 70 contract will need to prepare and submit proposals for contract award as soon as possible. Proposal evaluations and contract development/modifications will be completed on a first-in/first-out basis. The average turnaround time from receipt of proposal to contract award is 120 days. Given the complexity of the COMSATCOM Transponded Capacity and Subscription Services SINs, we advise vendors to manually apply as soon as possible. Currently, it is unclear when the next Multiple Award Schedule (MAS) Modification for Schedule 70 will be released. Interested Vendors are encouraged to visit the Future COMSATCOM Services Acquisition (FCSA) website ( www.gsa.gov/fcsa ) and the IT Schedule 70 website ( www.gsa.gov/schedule70 ) for further information on how to prepare and submit COMSATCOM service offerings prior to the next multiple award schedule modification. There is a proposal evaluation and contract development timeframe for vendors who do not currently hold a GSA Schedule 70 contract to get an award.
