- The Fleet and Industrial Supply Center, San Diego, CA intends to award a firm fixed price contract on a sole source basis to The Reagents of the University of California, San Diego, Scripps Institute of Oceanography, 8622 Discovery Way, La Jolla, CA, 92093-1500. This effort is to address the 2010 regulatory mandated compliance monitoring requirements approved by the National Marine Fisheries Service (NMFS). Work will consist primarily of the collection of data for the analysis to assess the impacts of U.S. naval training activities on marine mammals. The output of the overall project intends to provide information on marine mammal presence and behavior near areas of naval training involving active sonar and explosives to aid U.S. Navy monitoring and reporting requirements to the NMFS. The proposed contract is for a total period of performance of one (1) year, to commence 1 June 2010. The proposed contract is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only One Responsible Source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. This notice will close 7 May 2010, any questions should be submitted no later than 5 May 2010 at 12:00 PM PST. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
