- April 29, 2010 REQUEST FOR EXPRESSION OF INTEREST - PRIMARY REACTOR COOLANT PUMP REPLACEMENT •I. INTRODUCTION Battelle Energy Alliance LLC (BEA), Management & Operating Contractor of the Idaho National Laboratory (INL), is requesting an expression of interest from prospective companies that are qualified and capable to analyze, design, manufacture and test primary coolant pumps for a U. S. Department of Energy owned, pressurized water nuclear reactor at the INL. Only companies that meet all requirements herein should respond to this Expression of Interest. •II. PROJECT DESCRIPTION The scope of work includes the following phases: 1) development of a pump specification; 2) follow-on design; and 3) manufacturing of reactor grade primary coolant pumps. The specification and design shall be based on plant specific operational requirements prescribed by BEA. Continuation and authorization of work beyond the first phase (i.e. development of a pump specification) is dependent on available funding. Potential suppliers must be U. S. owned firms, with no foreign national participation in this project, and have a demonstrated capability to meet the following requirements: •1. Thermal hydraulic needs determination •a. Potential suppliers should have a full range of proven engineering design and analysis capabilities e.g., computational fluid dynamics, to analyze existing system thermal and hydraulic needs. •2. Design reactor coolant pumps •a. Potential suppliers shall have proven engineering design and analysis capabilities. •3. Manufacture reactor coolant pumps •a. Potential suppliers shall have proven experience fabricating primary cooling pumps for nuclear reactor systems. •4. Testing and qualification •a. Potential suppliers shall have full scale, post fabrication, testing capabilities to certify the reactor coolant pumps meet specification requirements. •5. Have a quality program that will meet all basic NQA-1 requirements. •III. SUBMITTAL REQUIREMENTS Prospective candidates should provide a brief written response to address the following: •1. Overview of the company including name, phone number, and e-mail address of a representative of the firm who can be contacted regarding this Request for Expression of Interest. •2. Potential suppliers will be evaluated based on the following: •a. Their current in-house engineering capability and resource availability to perform thermal hydraulic needs determination as noted above; •b. Their directly related in-house PCP design experience within the last 5 years; •c. Their in-house PCP manufacturing experience within the last 5 years; •d. Their in-house full scale testing capability; and •e.
