Description
Sources Sought Announcement for Air Force Medical Service Commodity Council (AFMSCC) As of 26 April 2010 Purpose: The mission of the Air Force Medical Service Commodity Council (AFMSCC) is to develop a strategic purchasing plan for the Air Force's future health care support service requirements that is efficient and effective. Some goals of strategic sourcing are to leverage resources, define common specifications, reduce redundancy, streamline processes and improve efficiencies with strategically placed contracts or ordering instruments. This sources sought announcement seeks industry comments on future AFMSCC strategies for medical administrative support services. This is a request for information only; no contract will result from responses received for this RFI. This is not a Request for Proposal, an Invitation to Bid, or a Request for Quotation. Therefore, this RFI is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for information provided in response to this RFI. Background: The AFMSCC administers and manages the Medical Administrative Support Services (MASS) contracts, a 5-year, $96.4 million program that is scheduled to end in April 2012. In an effort to begin strategy development and market research for the next set of strategic contract vehicles, the AFMSCC is seeking sources to provide contracted health care personnel in Air Force military medical treatment facilities (MTFs) at geographically dispersed Air Force bases in the Continental United States as well as overseas. The work supports healthcare services provided by Air Force military personnel, DoD civilian employees, and other contract staff and provides new capabilities at the MTFs if required. Under the current MASS program, the Air Force Medical Service contracts for administrative occupations that do not involve direct medical treatment or hands-on patient care. These include (but are not limited to): appointing, coding, medical records, transcription, and other clerical positions supporting MTF mission and support functions such as logistics, supply, and billing activities. MASS currently does not include advisory and assistance services, food service, housekeeping, information systems, biomedical or facility maintenance. However, the AFMSCC is considering adding biomedical, facility, safety and public health services if that is in-line with industry practices. Therefore, the AFMSCC is interested in learning if industry deems it appropriate to expand available services in any follow-on program and which other labor categories may be appropriate to add. The NAICS code used for the original contracts is 621999 (All Other Miscellaneous Ambulatory Health Care Service) with a size standard of $9M for MASS. Requirement: The AFMSCC is initiating development of a new acquisition strategy. The number, scope and geographic coverage for personnel, as well as the type of contract and acquisition methodology has not been determined at this time. We are seeking large and small business sources as part of market research to ascertain the interest, capability, and capacity that industry can provide for anticipated medical administrative support service as well as some requirements worldwide. In addition, information is being sought for alternative NAICS used by industry for similar services. Your willingness to provide the details requested will be invaluable to the Government during this planning phase. Notice: The AFMSCC has non-Government employees (i.e., contractor employees) assisting with market research from the companies listed below. These non-Government employees have all signed non-disclosure agreements and will have access to industry responses. The following companies are also contractually bound not to compete for these requirements.
