- MALDI TOF/TOF Mass SpectrometerThis is a combined solicitation/synopsis for a commercially available new or refurbished MALDI TOF/TOF MS System. This solicitation/synopsis is for commercial items exceeding the simplified acquisition threshold, although prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 2005-40. This requirement is being solicited on a full and open competition basis. A firm fixed price contract award is anticipated. The NAICS code is 334516 with the small business size standard of 500 employees. Award will be made to the offeror who has the lowest price and is technically acceptable. An offeror will be determined technically acceptable if the proposed system is capable of meeting the below specifications:MALDI TOF/TOF Mass Spectrometer:A.The instrument shall have a TOF/TOF mass analyzer capable of both linear and reflector modes for data acquisition, as well as MS/MS mode for ion fragmentation and identification. B.The instrument shall have a true precursor ion selector comparable to that of a quadrupole instrument.C.The instrument shall be fully enclosed and not require additional utilities beyond electric for normal operation (i.e., the unit cannot require canister or dewar collision gas, the unit cannot require cooling water for operation). D.The instrument shall be capable of linear mass accuracy of at least 1.0% at 50 KDa, a linear mass accuracy of at least 0.05% at 10 KDa, and a MS/MS mass accuracy of +/- 0.050 Da in the mass range 200-1000 Da.E.The instrument shall be capable of achieving mass resolution of 12,500 or higher over the mass range from 1-3.6 KDa.F.The instrument shall be capable of fragmenting a selected ion with collision energy of at least 0.5 kV.G.The instrument should be able to complete the acquisition of more than 1000 MS spectra per hour, and 500 MS/MS spectra on average per hour, for a range of biological matrices.H.The instrument control software shall be able to organize multiple LC runs on a single sample plate that includes fraction numbering and retention time information.I.The instrument should have an on-axis laser design to minimize precious sample loss and provide higher ion collection efficiency and reduced maintenance of the source.J.The instrument shall accept the industry standard 3x5 microtiter plate format for reusable MALDI sample plates, as well as have the option for single-use plates to archive sample sets.K.The instrument detector channel plates should be easily replaceable.L.The system shall include a computer which shall contain all necessary hardware, cables, other communication and or electronic equipment and instrument control software required to operate all of the system specified herein. All hardware, including drivers, device interface cards, or controller cards shall be pre-installed and pre-configured on the computer provided. In addition, the instrument control computer hardware shall be Energy Star compliant.M.The instrument, with power turned off and without tilting, shall be able to withstand being lifted to a height of at least 2 feet using a stable base support mechanism (supplied by the Government) and mechanical lift (supplied by the Government) for the purpose of storm surge protection.N.The instrument shall fit through a standard (no deeper than 32 inches, no taller than 80 inches) doorway for initial setup and future movement.O.Due to laboratory space restrictions, the instrument size shall not exceed 52? long by 49? deep by 100? in height.P.And attached additional electrical specifications.Software:A.The instrument control software shall be a fully integrated suite which allows desktop control of all relevant instrument operating parameters.B.The instrument control software shall be compatible with commercially available personal computers or workstations running on a commercially available platform. All necessary software licenses for the computer and software provided shall be included. C.The instrument control software shall provide a graphical user interface for plate creation, instrument calibration, and alignment. The instrument control software should include the ability to easily calibrate data by updating the default calibration. Additionally, spectra should be easy to acquire by scrolling across a sample area (for MS) or across the peak of interest (for MS/MS). D.The operating software shall output data in the following formats: peaks,.wiff, T2D, and text files. The data formats must be compatible with commercially available biomarker discovery software and for comparison between archived data to newly collected MALDI TOF/TOF MS data. The protein/peptide biomarker discovery software will be used to directly process raw data output into usable data by means of spectral filtering, peak identification and clustering, quality control parameterization and statistical analysis, including t-test and PCA analysis, as well as linking directly to mass spectra for visual analysis.E.The system shall include software or firmware tools that are capable of performing database searches for peptide/protein identification via the MASCOT public database.Installation, Training and Documentation:A.The system shall include installation and pre-installation site inspections at Gulf Ecology Division (GED)by the contractor.B.Installation shall be performed within 30 days of receipt of the equipment at GED.C.Installation of the mass spectrometer shall include all software, firmware and hardware components necessary to operate the equipment.D.Installation shall include connection to all electrical services.E.The contractor shall demonstrate that the system is in compliance with any of the specifications contained herein, as deemed appropriate by the USEPA Project Officer (PO).F.At the completion of the installation and demonstration of the specifications, the contractor shall provide initial on-site training to familiarize the operators with proper operation and care of the instrument. A full set of all written documentation customarily provided to the public with a commercial item shall be provided. This shall include users? manual(s) or equivalent as well as copies of any software, and any manuals for the software included with the system, if customarily provided. This documentation shall be received at GED with the system hardware, unless other arrangements are agreed to by the PO.Warranty:The contractor shall offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. These warranty terms shall be included in the system price. The period of the warranty shall begin upon installation and acceptance of the system.Trade-In Value:The government will consider the trade-in value of an Applied Biosystems Inc. QSTAR-XL mass spectrometer to reduce the final price of the desired MALDI TOF/TOF MS instrument. The contractor shall also propose the process of the trade-in.The instrument is to be installed at the U.S. EPA Gulf Ecology Division, 1 Sabine Island Drive, Gulf Breeze, Florida. The end user analysts will coordinate installation with the Contractor. Installation must be performed in accordance with the specifications. The following clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commerical Items; FAR 52.212-2 evaluation-Commercial Items; (See below technical Evaluation Criteria). Offers shall provide information to demonstrate/substantiate that the quoted system meets the above minimum specifications. FAR 52.212-3 Offeror Representations & certifications-Commercial items, shall be completed by offeror and submitted with the quote unless offeror is registered with CCR and ORCA; FAR 52.212-4 contract Terms and Conditions-Commerical Items; The follow FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply- 52.222-3, 52.222-19, 51.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-3, 52.225-4, 52.225-13, 52.232-33, Payment by Electronic funds Trasnfer-Central Contractor Registration. The Government anticipates award, using simplified acquisition procedures, of a contract resulting from this solicitation to the responsive/responsible offeror whose quote is technically acceptable and represents the lowest price.
