Description
Description of Desired Service This is a Market Survey / Request for Information (RFI) and capability assessment for a Very High Frequency (VHF) communications capability at 132.775 MHz. The responses to this Market Survey / RFI will be used for informational purposes only. Proprietary information will be protected if appropriately marked. This is not a screening information request or request for proposal of any kind. The FAA is preparing to conduct procurement for Very High Frequency Extended Range Network (VERN) communications capability at 132.775 MHz. The procurement will support various locations in the Air/Ground Communication network. This announcement is not intended to guarantee procurement of a product and shall not be seen as a commitment by the Government to enter into a contract. The FAA is not seeking or accepting unsolicited proposals. The Federal Aviation Administration (FAA) will not pay for any information received or cost incurred in preparing the responses to this market survey or activities contained herein. Therefore, any costs associated with this submission are solely at the interested vendor's expense. The FAA prefers that all response submittals, including attachments, be submitted electronically to the following address: Eric D. If you are unable to submit electronically, please send at least two copies by the indicated deadline to: Federal Aviation AdministrationAttention: Eric Washington, Contracting Specialist 800 Independence Avenue, SW, Room 509/J-8, Washington, DC 20591 The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing communications service at 132.775 MHz at altitudes from 28,000 feet and above in an area in the Gulf of Mexico, bounded by the following points: 23.97 N x 85.73 W21.55 N x 86.03 W24.80 N x 87.27 W24.46 N x 87.90 W The communications service shall be interface with the Voice Switching and Control System (VSCS) at the Houston Air Route Traffic Control Center with an operational availability of 0.999. Potential Procurement Details At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The market survey responses will provide information for the FAA to consider in choosing its procurement method. The NAICS code for this procurement has not yet been determined, but the procurement was solicited via NAICS code 541330 (Engineering Services) via contract DTFAWA-07-C-00020 / DTFAWA-05-C-00045. To assist the FAA in its acquisition planning, interested firms are requested to provide the following information: 1.Capability Statement - This document should identify: Type of services provided by your firm Size and type of services provided by your firm on previous contracts (elaborate and provide detailed information and past performance)Number of years in businessWhether your firm maintains quality control over all aspects of the production process Whether your firm maintains configuration management over of the production process.Whether your firm maintains VHF communications services.2.Geographical areas where your company can provide services 3.Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses.4.Business Declaration form (See Attached).5.Small Business Administration (SBA) 8(a) Certification letter, if applicable. How to Respond to this RFI The following timeline applies for inquiries and responses to this RFI: 1. Vendor submittal must be received no later than 10:00 A.M., EDT on May 21, 2010.2. Contracting Officer will respond to vendor inquiries / questions will be provided by May 14, 2010. 3. Vendor questions must be received via e-mail no later than 10:00 A.M., EDT on May 10, 2010. Questions and Comments The Government welcomes questions regarding this Market Survey / RFI. Questions and comments will be accepted by the Contracting Officer via e-mail until May 10, 2010; no other form of questions or comments will be accepted. Responses to the questions and comments will be publicly posted to the FAA contracting opportunities website.
